Mental Health Community Rehabilitation Step-Down Service
Main contract details
The Service aims to provide quality accommodation-based support for up to 24 adults aged 18 to 65 years who have complex mental health needs and leaving either a residential environment or a complex care inpatient rehabilitation.
The service is divided into two Schemes. The first Scheme is for 9-10 units of supported accommodation capable of supporting service users with complex care needs who may also have behaviours that might prove challenging to services, including mental health medication compliance. The second Scheme is for 13-14 units and will provide a move-on supported accommodation from the intensive support service and provide an alternative to existing residential care provision. A single provider is being sought to ensure co-ordinated delivery and economies of scale.

The Authority is of the opinion that, potentially, TUPE might apply to this contract.
This is not an invitation to tender. It is rather an invitation for expressions of interest. Following the pre-qualification process, short-listed candidates will be invited to submit their bids. Upon the completion of the tender process, the Authority will enter into a contract with the successful bidder for a term of three (3) years, with possibilities of extending twice on two-year basis each (i.e. 3+2+2). Extensions are subject to the sole discretion of the Authority.
Estimated maximum budget available for the contract over the full term (including possible extensions) is £4,935,000. At the invitation to tender (ITT) stage, potential bidders will be asked to submit their price proposal within this budget envelop. The Authority shall award the contract based on the most economically advantageous tender (MEAT).
A standard Selection Questionnaire (SSQ, Schedule 3) is made available via this portal along with an Introductory Document (Schedule 1), Instructions (Schedule 2), SSQ Evaluation Methods (Schedule 4), the Service Specification (Schedule 5), and a draft terms and conditions of contract (T&Cs).
Organisations wishing to take part in this procurement should complete and submit the standard Selection Questionnaire (SSQ) by uploading it on to the London Tenders Portal at www.londontenders.org. No other means of submission will be accepted.
Closing time and date for submitting the SSQ is 5pm on 14th August 2019.
