TfL 95798 Social Value Support

<p>TfL are intending to carry out a tender to appoint a single supplier to complete two projects related to Social Value as follows:</p>
<p>Project 1 &ndash; Affordable Workplace Strategy</p>
<p>As part of its wider social value strategy TfL wishes to trial the Affordable Workplace Strategy (AWS) at its property at Lockton Street in North Kensington. This will ultimately entail partnering with an organisation that can let out the property to organisations that are able to demonstrate a specific social, cultural, or economic development purpose at below market rent. This will provide opportunities to grow and retain local businesses and employment, attract new sectors, incubate start-ups, something that is vital to a healthy local economy.&nbsp;</p>
<p>To that end TfL are seeking a consultant to assist with helping better understand the property, the local borough&rsquo;s requirements, advise on how to structure the AWS and how to take it to market and then implementing the scheme along with a number of related activities.&nbsp;</p>
<p>Project 2 &ndash; Property Vehicle &nbsp; &nbsp;</p>
<p>TfL are also looking for the consultant to advise on the setting up of a property vehicle for TfL&rsquo;s social value assets in order to gain access to grant funding and tax breaks. &nbsp;This will require liaison with TFL finance, property and legal teams to understand TfL Commercial Development (CD) set up, its vision and its corporate structure. They will then need to review the market to be able to outline the social value vehicles other government based bodies use to manage their social value properties, produce a recommendation report on what CD need to consider and the likely benefits and risks in setting up a property vehicle. &nbsp;The report will outline sources of grant funding available plus other financial and operational implications CD should be aware of. &nbsp;</p>
