Description
Islington Council invites suitable expressions of interest from suppliers for a framework agreement for the provision of Municipal Building Works - Roofing Works.

Islington Council is seeking to appoint up to three (3) contractors to the framework agreement. Projects up to a maximum of £10,000 will be based on Direct call-off. Direct call-off will be determined by the commissioning department depending on which awarded contractor is most suitable to do the works. Projects between the value of £10,000 to £50,000 will be based on a mini-competition between all the contractors awarded on the framework. Call-offs for all projects will be based on 100% Price.

The arrangement will be monitored against a range of outcome based indicators which the provider will be expected to achieve. The details of these indicators will be included within the contract specification and the successful organisation will need to demonstrate they have the capability and capacity to meet these requirements.

The requirement

Islington Council has a small in-house repairs team to carry out repairs and maintenance to Islington non housing property. This team requires support from a pool of three (3) external contractors with roofing expertise to deliver a responsive repairs and maintenance service to Islington’s portfolio of non-housing premises, using the National Schedule of Rates (NSR). This contract will be used for minor projects up to £50k.

Term of the Framework Agreement

The agreement is for twenty-four (24) months with the option to extend for up to further twenty-four (24) months. The total framework term including the extension will be up to forty-eight (48) months. It is estimated that the contract will start on 01 October 2017.

Value of the Framework Agreement

The estimated value of the works that may be awarded by Islington Council under the framework agreement is estimated at between £0 and £2,000,000 over the maximum forty-eight (48) months.

The Council will be under no obligation to utilise the framework agreement. No guarantee is given towards volume or value of work under this framework agreement.



Award criteria

The framework agreement will be awarded to the Most Economically Advantageous Tender (MEAT) in accordance with the Public Contracts Regulations. MEAT for this framework agreement is quality 50% and cost 50%. Further details will be provided in the invitation to tender.

Quality 50%, made up of:
Proposed methodology for undertaking and delivery of this contract (20%).
- measuring, maintaining and improving the standards in the contract; business continuity; staffing levels/equipment, systems for delivery and transition lead in/out plan as appropriate. Include listed buildings.

Proposed methodology for management and supervision in delivering the contract (10%).
- efficiency; quality consistency; knowledge of the contract/compliance; effective use of the supply chain and planned management structure with link to delivery structure.

Proposed methodology for Quality Management throughout the lifetime of the contract (10%).
- approach to quality, monitoring performance, audit responses and maintaining quality.

Proposed methodology for economic, environmental and social regeneration sustainability with proposed approach to health and safety in delivery of the contract (10%)
- customer services;
- training and recruitment;
- equality and diversity;
- environmental management, economic and regenerative considerations: innovative sustainable systems and practices;
- health and safety

Total 100%

Procurement Process

This contract is advertised will be procured using the Open Procedure. The Open Procedure means that all bidders who successfully express an interest will automatically be invited to tender and have access to the tender documents. Those who submit a tender and meet the minimum requirements will have their full tender, method statements and pricing evaluated.
