Description
Croydon Council wishes to establish a Framework Agreement for the delivery of inpatient/residential and structured day programme treatment for substance misuse. The Framework will consist of six lots, namely:

• Lot 1 – Medically Assisted Inpatient Detoxification – planned. Within 1.5 hour's travel from Croydon. Planned detoxification from drugs/alcohol with a clinical need to be managed in an inpatient setting. Ranging from low threshold needs to medium threshold complex needs. Including alcohol, heroin, methadone, buprenorphine, benzodiazepines, GBL. Up to 4 Providers would be appointed onto this lot.

• Lot 2 - Medically Assisted Inpatient Detoxification – urgent/crisis/stabilisation. Within 1.5 hour's travel from Croydon. High threshold complex needs. For those with a clinical need to be managed in an inpatient setting. Including alcohol, heroin, methadone, buprenorphine, benzodiasepines, GBL. Up to 4 Providers would be appointed onto this lot.

• Lot 3 - Residential and Quasi-Residential Rehabilitation. Within England. To provide a residential rehabilitation programme to substance misusers who fulfil the criteria and have been agreed through a panel process as eligible for a funded aftercare package. All programmes are abstinence based and provide structured programmes which support service users to return to the community with good coping mechanisms and the ability to function independently. Up to 10 Providers would be appointed onto this lot.

• Lot 4 - Specialist Residential Rehabilitation. Within England. These programmes provide support for more complex and specialist needs of service users, such as dual diagnosis, women or young people in need of residential interventions. Up to 6 Providers would be appointed onto this lot.

• Lot 5 - Medically Assisted Inpatient Detoxification and Residential Rehabilitation at the same location. Within England. To provide a combined detoxification and residential rehabilitation service for substance misusers who fulfil the criteria and have been agreed through a panel process as eligible for a funded care package. Up to 10 Providers would be appointed onto this lot.

• Lot 6 - Structured Day Programmes. Within one hour’s travel from Croydon. This lot covers structured abstinent day programmes, focusing on addictive behaviours, lapse and relapse prevention. Programmes support the re-integration of service users and assisting in accessing education, training and employment. Up to 6 Providers would be appointed onto this lot.

Tenderers can apply for one or more Lots.

The Services are to be provided in line with the Service Specification. The requirements of the Services may vary and quantities shall not be guaranteed or warranted by the Council.

The initial term of the framework is for two (2) years with the option to extend for up to a further two (2) years.

It is anticipated Services under the Framework Agreement would commence in October 2017.
