Cambridge City Council in behalf and in support of The North East Cambridge Development (NEC) is seeking Expression of Interest in the project described below:

The Reason for this project

The North East Cambridge development is likely to bring c 15,000 new jobs through a mix of employment opportunities, supporting local residents and the Greater Cambridge economy. This is also alongside promoting ways to work with local employers, schools and academies , reducing the skills gap as a result, with consideration and focus on Apprenticeships and developing NEET/Unemployment strategy with partners and clear links to LSIP priorities and a golden thread through local policy.

Introduction

The Council is at the earliest stages of seeking a partner who can support us in defining this project and finding solutions. We are looking to build local resilience, to up skill the residents of the North East Cambridge area to allow them to take advantage of any and all employment opportunities this development may offer. In order to understand how, at the end of the project, we have supported the local communities we need to understand the ‘where we are now’ picture and to see if there are obvious areas of supporting the growing need for employment. At the end of the project we would want to be able to demonstrate the upskilling that has taken place, demonstrate a reduction in unemployment, growth in work force flexibility, as well as understanding any ongoing training required or other metrics that are applicable to this project to ensure , if possible, that positive outcomes are embedded in the locale.

Introduction:
Provide an overview of the regeneration area, its objectives, and the importance of conducting a skills and employment needs analysis..
Scope:
Define the geographical boundaries and key stakeholders involved in the regeneration project.
Clearly outline the timeframe for the analysis.
Objectives:
Identify those who would benefit from
Define the primary objectives of the skills and employment needs analysis.
Specify the desired outcomes and deliverables.
Methodology:
Describe the research methodology to be employed, such as a combination of quantitative and qualitative data collection techniques.
Identify the target population for surveys, interviews, and focus groups.
Detail any existing data sources to be utilized, such as government reports, labour market statistics, and educational institutions' records.

From the above it is the Council's belief that there will be key areas of analysis that will then require review and potential solutions and will enable a budget to be identified on moving this project forward. These Key Areas are (but not limited to) :

Workforce Development and Support
Data Analysis and Reporting
Stakeholder Engagement
Conclusion:
The Council is looking for support in understanding these opportunities and seeks expressions that will be able to offer guidance on the Project Timeline. This should outline the key milestones and the estimated timeline for the skills and employment needs analysis. Allocate resources and responsibilities for each stage of the project.

In order to set a budget – which will be fixed once all requirements have been agreed. We would, at this stage, require an estimated/outline budget, including costs for data collection, analysis, and reporting, this may include a presentation to senior board members and or Councillors. This should include (if justified and required) any additional expenses, such as travel or consultancy fees (once again on a fixed basis).
