Main contract details
Background
Recommendations from bi-annual Lift Operations and Lifting Equipment Regulations (LOLER) reports have identified the need to refurbish a number of lifts situated within municipal housing estates located in the Borough of Islington. Feasibility studies have been carried out on all proposed sites which has identified that all lifts are at end of life.
All lifts are single stand-alone passenger lifts, therefore there is no alternative lift provision at each block.
All lifts are to be refurbished retaining certain stipulated parts. Five of the fourteen lifts are hydraulic lifts which will be replaced with a new Machine Room-less Lift (MRL).
The requirement
The refurbishment project includes:
• Removal and disposal of existing equipment
• Supply and installation of new specified equipment
• Stipulated equipment to be overhauled and re-used
• All to be of vandal resistant design.
The replacement projects include the following:
• Removing existing hydraulic drive lift and all associated equipment
• Supply and installation of new MRL
• Retaining existing landing entrance frames and architraves
• All to be of vandal resistant design.
Lots
• Lot 1 - Brecknock and Hilldrop Estate (modernisation of 9 lifts)
• Lot 2 - Holly Park Estate (modernisation of 2 lifts)
• Lot 3 - Besant Court and Highbury Grange Estate (modernisation of 3 lifts)
TUPE [Transfer of Undertakings (Protection of Employment) Regulations]
Potential providers must be aware that TUPE may or may not apply to this service. Further details will be available in the invitation to tender.
Contract Period
The contract period is estimated to be 42 weeks from an anticipated start date of 1 April 2017.
Contract Value
The estimated total value of this contract is £1,675,000 over the maximum term of the contract. This is based on an estimated cost per lot:
• Lot 1 £1,055,000
• Lot 2 £250,000
• Lot 3 £370,000
However the Council is confident the bids received will be lower than the estimated value.
Award Criteria
The contract will be awarded to the Most Economically Advantageous Tender (MEAT) on the basis of cost 70% and quality 30%. Further details will be provided in the invitation to tender.

Tenderers should be aware that we reserve the right to hold site visits and/or presentations and/or interviews during the tender process. Site visits and/or presentations and/or interviews will be for verification/clarification purposes of the written submission.
We reserve the right to interview leading bidders.
Procurement Process
This contract will be procured using the Restricted Procedure. The Restricted Procedure means the procurement process will be conducted in two stages.
The first stage will involve selecting a maximum of the six (6) highest-scoring organisations in each lot through a pre-qualification questionnaire (PQQ). All submissions will be subject to minimum requirements as stated in the PQQ.
The second stage will be an evaluation of tenders submitted by bidders who are selected at the PQQ stage.
Bidders may apply for one or more lots. Each lot will be awarded to one contractor. A single contractor may be awarded one or more lots. If a single contractor is awarded more than one lot, a single contract may be issued combining lots.
