Main contract details
<p>The service will be an open and accessible 24-hour, 365-day ’wet’ unit which will include space for partner agencies (substance misuse services, healthcare, social services, employment services etc.) to provide assessments, consultation and support on site.</p>

<p>The core aim of the accommodation service is to provide enhanced wraparound support, primarily to reduce substance misuse and problematic behaviours while simultaneously improving engagement with wider services for people who have faced multiple-exclusion or whose complex needs have resulted in a lack of suitable provision in Medway. Stabilisation and engagement should then lead to move-on and a continued pathway towards independent living and completion of substance misuse treatment and recovery.</p>

<p>The core funding for this project will cover support and supportive functions, such as wraparound and support staff for substance misuse and psychological support, and will be funded primarily through the Rough Sleepers Drug and Alcohol Treatment Grant (RSDTAG). Providers must be aware that housing costs are not provided through this funding stream. The ideal provider would have experience supporting claimants in accessing the relevant benefits to enable their stay in supported accommodation services.</p>

<p>Medway Council will require the successful service to outreach into rough sleeping and homeless communities, with the aim of reducing accessibility barriers and improve outcomes for the most vulnerable people who use alcohol and/or other drugs in Medway. Partnership working across the local system is pivotal in achieving this and multiagency work will be a key priority for the service.</p>

<p><strong>A formal market engagement event will be held on Friday 2 September 2022. The event will be held online via Teams and a link will be sent in advance to all interested organisations that confirm attendance by 17:00 on Wednesday 31 August 2022. The session time is: - Rough Sleeper Substance Misuse Project: 09:00 to 10:30.</strong></p>
<p>This event will be an opportunity for the Council to provide some further details in relation to this commissioning work, including areas for priority, themes for further discussion with providers during the commissioning process, initial consultation findings, and further detail relating to the commissioning timeline. INSTRUCTIONS: Interested organisations should <strong>confirm their attendance at the event by emailing robin.mitchell@medway.gov.uk and tracey.kilbane@medway.gov.uk by 17:00 Wednesday 31 August 2022. Organisations are asked to apply for no more than two (2) representatives to attend the online event. </strong></p>
