Financial Assessment Bulk Uplift and Price Uplift

<p>Scope and Context Kent County Council (the Council) is the largest local authority in England by population, covering an area of 3,500 square kilometres. It has an annual expenditure of over &pound;1billion on goods and services and a population of 1.5million. The Council provides a wide range of personal and strategic services on behalf of its residents, operating in partnership with 12 district councils and 309 parish/town councils. Under the Care Act 2014, Kent County Council has a number of duties including assessing people&rsquo;s needs and, if a person is eligible, funding their care. Depending on the result of a means tested financial assessment, they may be required to contribute to the cost of their care. During 2020/21, the Adult Social Care and Health Directorate supported over 30,000 people per year. The majority of these people are supported by services commissioned from private companies. Each year, the Council must complete the following significant tasks: - The Council must complete an annual financial reassessment in accordance with the changes released by the Department of Health and Social Care and the Department of Work and Pension. The majority of changes are made through a process called the Financial Assessment Bulk Uplift. - The Council must implement any changes to the rates it pays external providers for the care and support they provide (the Rates Uplift) Requirements Financial Assessment Bulk Uplift The Council use Mosaic (Servelec) and Liberi ContrOCC (Liquid Logic) as its social care systems. In order to implement changes to Financial Assessments, the Council undertakes an automated Financial Assessment Bulk Uplift process. This involves the installing of a new Financial Assessment Form into Mosaic which needs to be mapped and local settings changed to reflect the required changes. On ContrOCC we amend the rates directly onto the system and then complete the annual uplift. Considerable testing is required to ensure that: - all changes are made and the results of these changes are as expected - all records that need to be manually changed are identified The above work is undertaken as a project in partnership with officers from the Council&rsquo;s Client Financial Services Team and from the Adult Social Care Systems Team. Approximately 14,000 individuals will have their records changed through FABU. Work on this begins in November and must be completed fully by early March. The Rates Uplift Any annual changes to the rates Kent County Council pays to external Adult Social Care Providers results in approximately 20,000 records requiring updating. It is obviously preferable that the majority of uplifts are automated and in previous years, approximately 12,000 were uplifted through an automated &lsquo;rates loader&rsquo;. The remaining 8000 were uplifted manually. Any automated changes to rates will needed extensive testing to ensure accuracy. The above work needs to be undertaken as a project in partnership with officers from Council&rsquo;s Commissioning Team and the Adult Social Care Systems Team. Work on this begins in November and ends in March. Expression of Interest Kent County Council are interested in entering dialogue with any company that has had previous experience of undertaking both the Financial Assessment Bulk Uplift and the Rates Uplift (including undertaking any manual uplifts required) with local authorities and are able to undertake this work for the next 2 years. The Council would require the company to have extensive knowledge of Mosaic and ContrOCC and the financial processes affected by these tasks.</p>
