Hulme Community Engagement
Main contract details
The Service will support Warrington Borough Council and the Hulme Neighbourhood Board to identify community priorities, aspirations, strengths and opportunities through meaningful engagement with residents, businesses, stakeholders and community organisations located or working in the Hulme Pride in Place area.
The Service will include:
• Development of an Engagement and Participation Strategy.
• Community, stakeholder and business engagement activities.
• Engagement with under-represented and seldom-heard groups.
• Community asset mapping.
• Collection, analysis and reporting of qualitative and quantitative evidence.
• Development of a robust evidence base.
• Production of a Community Mandate.
• Support to Hulme Neighbourhood Board workshops and engagement activities.
• Ongoing collaboration with the appointed Pride in Place Plan Development Consultant.
• Project management, communications, reporting and quality assurance.
• Production of all required reports, datasets, audit trails and final deliverables.
The Supplier wlll deliver all services, outputs and deliverables described within this specification and in accordance with the agreed programme timetable, quality standards and contract requirements.
The Supplier will:
• Design and deliver a programme of community engagement.
• Gather and analyse resident, stakeholder and business insight.
• Support participation from under-represented and seldom-heard groups.
• Develop a robust evidence base.
• Support the Hulme Neighbourhood Board to understand community priorities and aspirations.
• Produce a Community Mandate.
• Develop a transparent audit trail demonstrating how community priorities have informed programme development.
• Produce outputs capable of informing the subsequent Pride in Place Plan Development Commission.
The Supplier will support and inform decision-making but will not determine priorities or make decisions on behalf of the Hulme Neighbourhood Board.
This opportunity is restricted to suppliers based or has substantive business operations (not taking into account the location of the corporate ownership or control of the supplier) in the borough of Warrington in accordance with the Local Government (Exclusion of Non-commercial Considerations) (England) Order 2026.
