Description

The Government of Jersey-IHE (The Authority) requires a Contractor to Transport/Haul Waste Mixed/Small Electrical and Electronic Appliances generated in Jersey (CI). You are invited to submit a response for this Request for Quotation (RFQ). The Authority receives waste mixed / small EE appliances (the Waste) from the public and businesses at the local household and commercial recycling centre at La Collette, St Helier, Jersey (the “Site”). Waste mixed / small electrical and electronic appliances (the Waste) are classed as a hazardous waste. Hazardous wastes are subject to the Waste Management (Jersey) Law 2005. However, as the Services are to be carried out outside of Jersey (which is not in the EU), the Contractor will also need to comply with the requirements of the Transfrontier Shipment Regulations (TFS Permit) regarding the recycling and disposal of waste mixed / small EE appliances. Note: Contractors will also have to adhere to the requirements of any other relevant local legislation for example – in the UK, the WEEE Regulations 2006; Hazardous Waste Regulations 2005 and legislation relating to the carriage of waste. The volume of waste mixed / small EE appliances shipped out is estimated at 600t per annum (made up of approx. 2-3 deliveries a month of an average of 20 tonnes each). Note: The volume of waste mixed/small EE appliances is not guaranteed during the contract. Consequently the Contractor must have a flexible approach to the project and must be able to cope with the various demands of the Authority. The contract will be set up for a 2-year period or 2 Transfrontier Shipment permits period of 12 months each. The term must commence no later than 01 September 2021 (subject to the approval of a TFS permit).
