Description
This Contract is on behalf of Sunderland City Council (the Authority) which is a member of the South Tyne & Wear Waste Management Partnership (STWWMP) and is for the Provision and Operation of a Composting Facility to receive and process collected and delivered Green Waste.

The Borough Council of Gateshead is the lead Authority for the STWWMP and its members which include Sunderland City Council.

The Borough Council of Gateshead shall enter into back to back contractual arrangements with Sunderland City Council to pass down the relevant provisions of this Contract/Tender. The Contract shall be implemented by the Borough Council of Gateshead as Lead Authority for itself and Sunderland City Council.

Please therefore note that the mention of ‘Facility’, ‘location’ or any other similar reference should be read as either singular or plural as the context shall admit or require. If there is any confusion on this issue please seek clarification in line with the relevant instructions.

The requirements of the service under this Contract are:

• The provision of a Composting Facility to receive and compost Green Waste.
• Dependant on the location of the Composting Facility a suitable supporting Delivery Point/s should be considered from which the Contractor will transfer the delivered material to the appropriate processing Facility.
• The transfer of the composted materials to suitable merchants or end users.
• The provision of a complete record of all materials delivered, the interim merchants/outlets and the ultimate destination of each material.

The service shall be provided for the acceptance and treatment of Green Waste derived from the Services across the Council's area (further information is contained within Annex 1). The compostable Green Waste will be delivered by the Authority or its agents using conventional open tipping vehicles, Refuse Collection Vehicles (non-compaction, conventional and split bodied compaction), and through the use of non-compaction hook lift containers up to 40 cubic metres.

It is envisaged that there will be no Transfer of Undertakings Protection of Employment (TUPE) transfers in relation to this Contract.
