Council Chamber Audio Visual (Request for Information)
Main contract details
South Gloucestershire Council is considering options for the replacement of existing Audio Visual equipment in the Council Chamber.
The Opportunity includes, but is not limited to, the following key requirements:
• A member or chairperson addressing the chamber must be audible to everyone in the chamber, whether located on the floor of the chamber or in the public gallery outside the chamber.
• It must be possible, at the direction of the chair, for voice amplification to be enabled/disabled for individuals or areas of the room. This includes deactivating a microphone.
• Background noise such as moving of chairs, coughing, conversations between members should not be amplified by the proposed solution.
• There must be provision for disabled attendees (members and public) with hearing impairment to hear proceedings.
• It must be possible to present multimedia content which is visible and audible to everyone in the chamber, whether located on the floor of the chamber or in the public gallery outside the chamber
• There must be provision for disabled attendees (members and public) with hearing, visual or other impairments, to hear and view the multimedia content. This might include, for example, the ability to view the content on their own laptops using screen overlays etc.
• Members should be able to vote without moving from their seats and for their votes to be automatically counted without the need for human intervention.
• The council intends to record the meetings on video and, again, for this to be visible and audible to everyone in the chamber, whether located on the floor of the chamber or in the public gallery outside the chamber.
• It may be possible to put the current speaker into focus on the video
• The council intends to stream meetings live over the internet in the future, therefore all aspects of the solution must be consistent and compatible with this.
• The video recording/streaming element may also include a transcript capability.
• Once installed and setup, the solution should not require specialist technical knowledge or skills to operate.
• Once installed and setup, the solution should be reasonably tamper-proof.
• It must be possible to ensure that there are no vulnerabilities for any hardware or software required to be on the council’s domain
