Provision of Homelessness Support Contracts - Request for Information (RFI)

PLEASE NOTE THIS IS A REQUEST FOR INFORMATION. IT IS NOT A TENDER PROCESS.

Buckinghamshire Council is undertaking a preliminary market engagement exercise prior to tendering for the provision of homelessness support contracts. Suppliers are invited to participate in this exercise by completing the attached questionnaire. This will help the Council understand the market. The information obtained from this exercise may be used to inform the Council’s approach to the procurement process it undertakes for the delivery of these services.

As such, this notice does not formally signify the beginning of a procurement process and does not constitute commitment to undertake a procurement exercise. In the event that the Council decides to commence a formal procurement exercise a separate Contract Notice will be issued.

Buckinghamshire Council is considering its future commissioning intentions for the provision of support within four ABHSS supported accommodation services in separate locations, for a total of 142 single Buckinghamshire residents between the age of 16 – 55 who are homeless or at risk of homelessness. Individuals may or may not have complex needs, which could include but are not limited to those with substance use and or mental health needs. Two services support 113 service users aged 18 to 55. Two services support 29 young people aged 16 to 25.

Three services will provide support for those individuals who require Medium Support and will require an average of 4 hours support per week (82 service users). One service will support individuals who require Medium to High Support and will require an average of 7 hours per week (60 service users). Support provision needs to be flexible e.g. to provide more support hours if an individual is in a period of crisis.
