Soft Market Testing - Leadership Programme

Suppliers must be an approved main provider on the Register of Apprenticeship Training Providers (RoATP).

Liverpool City Council wish to develop a programme to support leaders and managers at the heart of the organisation with the knowledge, skills and behaviours to deliver high quality, engaged and impactful services, whilst meeting challenging performance and financial targets. We intend to create forward thinking leaders and managers who combine strategic thinking and inspiration with excellent operational practice within the context of trusted and collective leadership.

Developing our leaders and managers is a priority as it enables us to grow our talent as well as improve and advance individual careers. We will focus on supporting managers to build capability both strategically and operationally to create a high performance culture and align resources with our strategic priorities. Leaders and managers must also ensure they take a leading role in their own development to help them shape an organisation with a more commercial outlook.

The programme will be funded by accessing the apprenticeship levy in a way that uses the levy to address organisational and operational needs

To help define and develop our Procurement Strategy and support in the development of our service specification, Liverpool City Council are engaging with potential service providers of a Leadership Programme prior to the release of any official tender documents or requests for quotations.

The aim of this questionnaire is to notify the market of our future plans and to gauge interest in this opportunity with providers of a Leadership Programme. This will support and provide Liverpool City Council with a controlled and a compliant route to market that focusses on added value and innovation.

Once we have engaged with the market and understand the types of Services that are available a full procurement exercise will be conducted.
