Description
This contract is for the supply of the Youth Service’s Youth Activity Hubs. The contractor shall provide young people, aged 12 to 19 (and up to age 25 if they have a disability), with access to free, accessible, high quality and well publicised positive activities which embed the Council’s commitment to promoting healthy living, supporting young people to achieve their aspirations; and to the delivery of the Council’s core youth offer.

The contract is for the period 1st February 2018 to 31st March 2019, with the possibility of extension by a further 12 months to 31st March 2020.

Lot 1 = Shadwell

Contractors shall provide the Youth Activity Hub within the geographical area of the ward associated with the lot name.

Contractors must be able to demonstrate a strong community link to the ward in which they are applying to deliver the Youth Activity Hub.

Scores for the submitted invitation to tender applications will awarded on the basis the maximum number of available marks as set out below:

• 70% - Quality
• 30% - Cost
Contracts will be awarded to the organisation that achieves a minimum threshold score of 42% for quality; and the highest combined score for quality and size.

For the delivery of a Youth Activity Hub that delivers activities for young people that shall include elements associated with healthy living; and after school and evening activities.

The maximum fixed value for the period 1st February 2018 to 31st March 2019, is £93333.33.

Young people have told the Council that they want to participate in youth activities in high quality venues. As a result, the Contractor shall ensure that the Youth Activity Hub is delivered in a high quality venue which is young person friendly.

The Contractor will be responsible for the costs associated with all venues utilised as part of the contract.

Sub-contracting is not allowed. However, as the contract commences bidders will be encouraged to work in partnership with one another to support the delivery of the Youth Activity Hubs.

Consortia arrangements for the delivery of this Contract will not be allowed.

A key target for this contract will be the achievement of the outcome and output framework and other deliverables as set out in the specification.



The anticipated contract start date is: Thursday, 01 February 2018



The estimated value of the contract is: The maximum fixed value associated with each Lot of the contract, for the period 1st February 2018 to 31st March 2019, is £93,333.33.

The maximum award per organisation per Lot shall be £80,000 per annum; or pro rata.

For a period of: 1st February 2018 – 31st March 2019

Organisations wishing to express their interest are requested to register on the London Tenders Portal (www.londontenders.org) where the tender documentation will be available for download.

Organisations must ensure that access to the system is available to their representatives dealing with the contract. The council will not be liable for the lack of delegated access within the organisation and will not send any documentation regarding the contract, which shall be exclusively available through the portal.

Tenderers are responsible for allowing sufficient time to submit their ITT. The Council accepts no liability whatsoever for ITTs that are not submitted due to internet connectivity issues, transmission delays or errors.
