Main contract details
It is intended that the project’s Works contract will be procured through the Buckinghamshire Business portal via a two stage procurement route. The project will be contracted via a JCT traditional Form of Contract with a specification and drawings plus a contract sum analysis with Contractor Design Portions. To maintain control of the development process Buckingham County Council are seeking to engage an Multi Design to develop the designs through the RIBA work plan stages, obtain planning approval for the scheme then undertake a quality assurance role through the construction stages to final completion.
The broad key objectives to be undertaken as part of this commission include:
1. Deliver the services (working with the client and all other project stakeholders and the works contractor) having regard for and in order to assist in meeting the councils Capital Programme Key Objectives.
2. Attend Client, Project and Construction and any other meetings as required under the project and your appointment.
3. Develop the design (the feasibility study has already been completed), obtain planning approval and progress the project up to end of RIBA stage 7.
4. Consultancy procurement for necessary specialist surveys will be scoped and managed by the design team but commissioned separately by BCC.
5. While a separate PM, cost consultant and contract administrator will be commissioned by the LA to monitor programme cost information, and contract obligations the designer must ensure their proposal meets the budget set for the project at each RIBA Stage.
6. Work with the appointed Project team and feed into (throughout all work stages) to the Project Delivery Programme to include Procurement programmes, Design programme, Construction programme, Hand Over and Post Occupancy Evaluation Programme.
7. Advise the client on any services required to develop and deliver the project including the terms and conditions of appointment of consultants, sub-consultants, and contracts for all works related contractors, sub-contractors and suppliers.
8. Ensure the correct and timely execution of all project related appointments, agreements and contracts, liaise with the client and their legal advisors and report on any issues preventing or delaying execution.
9. Work with the stakeholders and project team to monitor, manage, prepare and issue any instructions required on behalf of the client to the project team members, Works Contractors and Suppliers in accordance with the terms and conditions of their appointments, agreements and the projects building contracts.
Notes:
A viability study has already been completed by BCC. This commission will commence with the development of the design. (RIBA 1)
The project compromises of the following works:
• An extension to the existing hall
• A single storey extension to the North West of the school. The extension will facilitate the conversion of two existing classrooms into three. A small existing external courtyard will be converted to an internal apace, providing a new group/ study / break-out space together with providing access to the new classroom
• External works to create additional car park spaces
• Estimated works value £1.2 million
