Recognising that health is multifaceted, this initiative also adopts a holistic approach—going beyond cardiovascular checks to address a broad spectrum of health concerns including mental health, financial wellbeing, smoking, musculoskeletal disorders, and drug and alcohol misuse.
Early identification of these issues can significantly reduce the long-term impact on individuals and organisations. By offering timely support and signposting to appropriate services, the Health MOT Checks aim to prevent escalation, reduce absenteeism, and foster a healthier, more resilient workforce.
Accessibility is a key benefit of this service. The Health MOT Checks will be taken to the workplace, either by utilising a space on site or delivered via a mobile unit, the Health MOTs will be brought directly to employees at their place of work, ensuring equitable access particularly for smaller or more rural workplaces.
The service aims to:
- deliver holistic Health MOTs to all employees engaging with the service, to include blood pressure, height and weight monitoring (to calculate the BMI), and conducting Making Every Contact Count conversations on a range factors which influence health, wellbeing and employability outcomes
- offer confidential advice and guidance and signpost employees to any Pharmacy or to their local Primary Care/ or to emergency care for follow up on raised blood pressure.
- offer confidential advice and guidance and signpost employees to lifestyle and other health and wellbeing support services, including mental health, social prescribing, smoking cessation, weight management, physical activity, and drug and alcohol usage support.
- confidentially signpost employees to other community support services including financial wellbeing, domestic abuse and housing services as appropriate.
- deliver 1500 health MOTs annually to the workforce/ workplace settings.
- deliver a minimum of 50% health MOTs in routine and manual workplaces/roles.
The aim of this engagement is to understand the provider market, current and emerging practice, as well as the likely level of interest in the procurement activity the Council is due to carry out. We would appreciate an opportunity to develop relationships with you as providers and gain insights into how your organisation could approach provision of a workplace Health MOT service for Oxfordshire. This will help the Council to develop a service model that is both sustainable and leverages the markets capabilities and capacities. Responses to this engagement will take place via a Microsoft forms survey. The link to the response survey is embedded in the Briefing Document.
Following this engagement, the Council will finalise its plans around commissioning this service. The Council currently anticipates that a competitive process will take place under the Health Care Services (Provider Selection Regime) Regulations 2023, starting in approximately December 2025 with a service anticipated to commence in July 2026.
