Main contract details
1.2 This service will be required to be carried out in line with the practice as detailed in Syrian Refugee Settlement: A guide for Local authorities, which is provided as a supplementary document to this.
1.3 The pre-arrival aspect of this requirements will be provided for one month prior to the arrival of our refugee households.
1.4 The meet and greet and intensive orientation aspects of this requirement will be provided for the arrival of our refugee households and for up to two weeks after arrival in mid July 2017.
1.5 Following the arrival period, the requirement is for ongoing casework and support to be delivered for one year. Part of your tender submission should be an exit strategy for the end of the contract. This should be in your method statement.
1.6 You must comply with these instructions in the preparation and submission of your tender. We will reject a tender that does not comply with these instructions in every material particular.
1.7 We will award the Contract based on the Most Economically Advantageous tender (M.E.A.T) for that area.
1.8 The evaluation will take into account Cost (i.e.: the price quoted) and quality and the contract will be awarded to the tenderer submitting the highest scoring bid, scored on the evaluation criteria set out in these documents.
1.9 You should only submit information that is about you, the tenderer. The tenderer is the organisation which would enter into a formal contract if your tender is successful. If you would form a partnership or consortium to deliver a contract, you must tender in the name of an identified lead organisation, which would take responsibility for the other partner organisations and enter into the formal contract if successful. This Lead organisation should be the tenderer and all information provided should relate to it unless stated otherwise.
1.10 Further details of our requirements under the Contract and other relevant information are provided in the Technical Specification at schedule 1 of this ITT.
1.11 Other than the officer named on page 2, no other person has the authority to give any information or make any representation about this ITT or anything else relating to the Contracts
1.12 We may issue supplementary documentation at any time during the tendering process to clarify any issue or amend any aspect of the ITT. We will do our best to make sure that all tenderers have the supplementary information. Any supplementary documentation would be deemed to form part of the ITT and would supplement and/or supersede the ITT to the extent indicated in it.
1.13 You should not submit additional documentation (including marketing material) unless we have asked for it. If you do submit any additional material that we have not asked for, we will disregard it.
1.14 It is up to you to get all the information that you need to prepare your tender.
1.15 You must satisfy yourself that you understand all of the requirements of the Contracts before submitting your Tender.
1.16 You must make sure that your Tender is received in line with these instructions by the time and date indicated.
1.17 The proposal must be submitted on the basis specified in the tender. If any part of the cover requested is not to be provided then this should be clearly stated; otherwise no other comment is necessary. Additional proposals may be provided for any option felt to be of benefit to the Council.
1.18 We do not need you to submit documents such as accounts, certificates, policies etc as part of the tender. But where the tender process asks you to confirm the existence of such documents, or where a prudent buyer of the Services would wish to see such documents, we may ask to see them after the evaluation. Our decision to award a contract would be conditional on you providing them on request.
1.19 You must not change or rewrite any of the questions or text in this Tender Pack. If you do change or rewrite any of the questions or text, we may decide that your tender is incomplete or contains material errors and reject it.
1.20 We may amend the tender process without prior notice. If we do, we will extend the tender deadline if we think it would be fair to do so.
1.21 We may cancel the tender process at any point. We may also decide not to award one or both of the contracts after the evaluation process. By submitting a tender, you accept that we will not be liable to you for any costs if that happens.
1.22 The maximum available budget to deliver these services is £80 000 for 13 months
