Landscaping works to facilitate and manage the installation of a new creative play park

Description:
Scope: Ashford Borough Council is seeking a Contractor for the landscaping and facilitation works of a new creative play park on a 3.2Ha sloped site on the boundary between Kingsnorth and Singleton in Ashford, Kent. The play equipment has been selected and will be supplied as part of the work. Management between the supplier and the successful Principal Contractor will be required to ensure smooth transition between the landscaping and facilitation works and the installation of the play structures/equipment. This will include drainage improvements on the eastern boundary of the site to reduce the existing site runoff which currently creates flooding on the road.

The works will include;
- The landscaping of existing ground to provide a suitably flat surface for installation of the new structure, including ground works for the installation of the new play structure, including foundations.

- Ground works and the installation of a new drainage channel to assist in containing runoff from the site. The drainage channel on the eastern boundary of the site will include installation of perforated pipes and gravel surround.

- Ground works and the installation of peripheral features including benches and memorials. .

- Other than being a sloped site, potential ecological and archaeological value on the site will need consideration throughout the construction phase. To ensure minimal disruption on the site with excavations a close working relationship with the supplier of the play equipment will be paramount to ensure effective installation.

- The planning application for the site was successful in Autumn 2015 and the approved planning application can be viewed on the Ashford Borough Council Planning Portal under application number 15/00978/AS

Expressions of Interest:
The attention of interested parties is drawn to the aim of this notice, namely to compile a shortlist of candidates (5 No.) selected on the basis of the information provided in response to the attached Suitability Assessment Questionnaire. It does not guarantee an invitation to tender.

Suitability Assessment Questionnaire (SAQ):
Constructionline registered;
If you are already a member of Constructionline (a register of pre-qualified contractors and consultants) or become Constructionline registered prior to the SAQ deadline, you can provide us with your registration number and brief company details (Section 1.1 on the SAQ attached) then skip the core questions and go straight to the project specific supplementary questions at the end of PS-Q1 to PS-Q9.

Not Constructionline registered; Contractors who are not Constructionline registered, and do not wish to do so, will be required to complete the attached SAQ in fully and supply all requested supporting information.

ALL CONTRACTORS WILL BE REQUIRED TO COMPLETE Section 1.1 - Constructionline Registration Status and Section PS-Q1 to PS-Q9 Project Specific Questions in the attached SAQ and return as part of your expression of interest by the date detailed below.

SAQ Evaluation:
Constructionline's selection process and responses to the questionnaires will be used to draw up a shortlist of no less than 5 potential suppliers who will then be invited to tender. Potential suppliers will need to achieve a minimum score of 60% for the Project Specific Questions to be considered further. Other questions within the SAQ will be marked on a PASS/FAIL basis and a supplier maybe excluded for the process if a fail is scored.

Contract Award:
The work will be awarded to the supplier who submits the Most Economically Advantageous Tender, and also evaluated on the suitability of traffic management proposals.

Form of Contract:
JCLI Works Contract 2012 and JCLI Maintenance Works Contract 2012 or NEC3: Engineering and Construction Short Contract (ECSC) Please read the documents attached to this advert carefully before submitting your SAQ.
