Provider Day for Care and Personal Support Services Dynamic Purchasing System

Knowsley Council and Sefton Council will each be hosting a provider engagement event on behalf of our partner organisations namely Halton BC, Liverpool Council, St Helens Council and Wirral Council to discuss the new and innovative approach that we are taking to procure our new Care and Personal Support for Children and Young People.
The aim of Care and Support Services for disabled children, young people and their families is to provide individualised programmes of support which build on the strengths of families and enables:

• Parents and carers to fulfil their parenting and caring role and for families to lead ‘ordinary lives’.
• Enable children, young people and their families to engage in life enriching activities within the community and have improved quality of life.

In Merseyside and Cheshire we commission services so that we can bring in the widest possible range of skills and expertise into delivering services. However, we are no longer satisfied with measuring whether a project is successful based solely on the activity it delivers or the things it does with people. We need to be able to demonstrate the impact of our services as well as the activity they deliver. The partner Councils will be working together to implement a Dynamic Purchasing System to achieve our outcomes.

The engagement event is being run to in order to give the commissioners the opportunity to discuss the new bidding processes with the supply chain prior to the opportunity being issued on The Chest. At the event commissioners will provide the following information:

• An overview of the service that we are going out for
• The process that is being used to procure this service
• A brief overview of our e-procurement system (The Chest)
