Easthampstead House Demolition Project

As part of future planning of Bracknell Forest Council services and as part of the wider regeneration of Bracknell Town Centre it is proposed that the existing Council staff and facilities, including the Council Chamber, will be relocated to Time Square to allow the demolition of Easthampstead House.

Although it was the original intention of Bracknell Forest Council that the adjacent Library building and associated walkway link will also be demolished as part of this project no firm decision on this has been agreed at the present time. Therefore, this Selection Questionnaire will focus only on the demolition of Easthampstead House.

To allow for this it is intended that existing staff and facilities from Easthampstead House will be relocated to Time Square to allow for the stripping out and ultimate demolition of the existing Easthampstead House building and site.

It is intended that when the building is demolished the area could be used for car parking although how this is to be achieved is dependent on the demolition. Subject to the demolition proposals further choices will need to be made concerning the existing and proposed car parking areas including barriers, drainage, lighting and marking to bays.

The site is located just off and adjacent to the Town Square, Bracknell. The town centre buildings are to south and west of the site and the Ring Road to the north and east. The general town centre area is currently undergoing redevelopment and modernisation although there are no plans specific to the site of Easthampstead House.
The site contains a number of buildings consisting of the main Council Office and Library buildings linked with an open terrace/walkway with car parking under. Approximately 50% of the site provides car parking for the Council Offices and Library.
The only building being considered for demolition at the present time is Easthampstead House and not the Library buildings or pedestrian link, although the latter is connected to the Easthampstead House building and will be affected during the course of the works.
The Town Centre area is generally level as it abutts the west and south elevations of Easthampstead House, but then the ground contours fall away northward toward the Ring Road. This has resulted in the building having a level approach to the front and ground floor of the building, on the south side, and the basement plant room and storage having level access straight out onto the areas to the north of the building.
Due to the civic nature of the buildings, being the main Council Offices and Library with ample on site car parking there is good vehicle access to the site and road network.

Easthampstead House was constructed during the 1960’s and is a modular framed building with a precast concrete aggregate finish unit façade that emulates the structure behind. The building structure itself is a mixture of steelwork, precast and insitu concrete.
The building has six floors and a basement level, making seven floors in total. Due to a difference in ground levels between the front and rear of the building, five floors are observed from the front of the building facing the town centre, with the full seven floors visible at the rear of the building facing the car park and library building. The basement level having direct access at the ground level at the rear of the building.

In summary the works involve the following: -
1) Site perimeter hoarding.
2) Isolation and capping of existing services.
3) Asbestos removal.
4) Soft strip.
5) Full demolition of Easthampstead House and adjust levels to the site.
6) Adjustments to the walkway link to the library.
7) Landscaping works, car park adjustments and making good.
8) Adjustment of hoardings and boundary.

Selection Questionnaire Programme:
Evaluation of the Selection Questionnaires will be completed end of January 2018. The tender documents will be issued to the selected contractors shortly thereafter with a 4-week tender period.
The successful contractor will be appointed end of April 2018.
The Contract Period will commence mid May 2018 and complete mid October 2018.
The works will be designed by The Councils consultant up to RIBA Stage D. The successful Contractor will then complete RIBA Stage E & F under a JCT Design and Build appointment.
The Council’s Consultant will undertake the role as Contract Administrator during the construction phase, RIBA Stage K.
Please note that the library will remain occupied throughout the construction phase. Due care and consideration must be given to ensure that the building functions without any interruptions to service.

The client seeks to appoint either a specialist demolition contractor or a traditional main contractor who has relevant experience in delivering demolition projects including post demolition landscaping works.
