Homes England - Housing Market Intelligence Data - Pre-Market Engagement
Main contract details
We need to ensure we have a data specification for Housing Market Intelligence that meets the needs of the Agency and provides a high level of value for money.
Homes England’s understanding of the current housing market is critical to our mission and delivery of our objectives and therefore, access to robust house sales and rental price data is crucial.
We would like access data covering the following broad areas:
• sales and rental price data
• an Automated Valuation Model
• measure of market liquidity
• times series analysis of prices and time to sell
• indicators of housing demand
• comparable properties around an area of interest
• a breakdown of housing types
• a breakdown of housing age
We are interested in access to both raw data and more standardised off the shelf reporting products.
Example questions that we wish to be able to answer are wide ranging and subject to change, but may include:
• How much has rent increased in a particular geography in the last 3 years?
• What is the price per square m or square foot for a three bedroomed property in a particular geography?
• What proportion of the housing stock across a particular geography was built more than 50 years ago?
• What is the average length of time on the market for detached houses now compared to 5 years ago?
Demonstration Meeting
Following a review of the returned questionnaires, you may be invited to an informal meeting (of around 45 minutes duration) to talk through your responses and to demonstrate how you would deliver all or some of the requested intelligence. Demonstration Meetings will be held on the following dates in our Birmingham office or over Microsoft Teams:
11.00 am, Tuesday 17th September or 11.00 am, Wednesday 18th September
Please note these Demonstration Meetings will be offered on a first come first serve basis.
To assist you, the Demonstration Meetings will cover:
1. A presentation by you regarding the area(s) of our requirements you can supply now or will be able to supply in the future
2. A demonstration of the data your proposed solution is capable of showing
3. A demonstration of any proposed systems you can supply, if applicable
4. A demonstration of API capabilities where applicable
5. An explanation of data maintenance (complete reload / change only / periodic complete refresh)
What happens next?
Responses to this questionnaire will be used to inform a new Housing Market Intelligence specification for a potential future tender process. The intention is that an Invitation to Tender for a new contract will be advertised in the autumn and any contract(s) should be awarded by the end of December 2024.
