To Provide a Property Valuation Service Within The Borough Of Sefton

Sefton Council is looking for a suitable Supplier to carry out Property Valuations throughout the Sefton area.

Introduction/Background

As part of its obligations under the Care Act 2014 Sefton Council’s Adult Social Care department operate a Deferred Payment Scheme, which allows people who live permanently in residential accommodation to defer some of the cost of their care fees using their home as security. The Council effectively “loans” clients the money to pay for their residential accommodation, accruing a debt against the property, which is secured via a land charge.

Valuations are required before the Council can proceed with securing a charge.

Service required

• Sefton Council require the services of Qualified Chartered Surveyors who are RICS qualified to carry out visits to properties and complete an up-to-date valuation of those properties inspected. It is envisaged that valuations will be required on:
- Approximately 60 new properties per year.
- Potentially up to 15 re-valuations per year.
- Additionally, approximately 25 valuations on pre-Care Act properties, it is unlikely that the Surveyors will be able to gain access to some of these properties, so “drive-by” valuations will suffice in these instances.

• The written report should be in the format of an industry standard.

• Once a referral has been made from Council staff for new properties then it is expected that the valuation and written report will be received within 2-3 weeks, in exceptional cases urgent requests may need to be accommodated sooner.

• It is anticipated that the successful bidder will be contactable during office hours preferably by telephone. Council staff will work with the successful bidder to schedule visits, but in some instances the bidder may need to directly contact the client or their representative to arrange valuation appointments.
