Temporary Accommodation Conversions - Rowan House & 130 Trumpington Road

This is a call for engagement ahead of tender for a single-stage Design and Build contract to convert two existing London Borough of Waltham Forest buildings into temporary accommodation: Rowan House, 1 Cecil Road, London E11 3HF (16 self-contained homes), and 130 Trumpington Road, Forest Gate, London E7 9EQ (14 self-contained homes). The two schemes are tendered as separate contracts under a competitive flexible procedure - single Pre-Selection Questionnaire and shortlist to tender.
This exercise is designed to gauge market interest and capacity, and to collect insight on two specific points ahead of tender: the proposed approach to contract insurance, and the impact of the site conditions and programme on preliminaries.


Interested contractors should express an interest through the Council's ProContract portal and will be invited to a presentation session covering the scope, programme and site information for both schemes, followed by an opportunity for a session with the employer's agent and design team.
The session will specifically seek contractor views on:
Contract insurance: the Council has identified a capacity constraint on insuring the existing structure itself, and has indicated a preference, subject to testing at this engagement, for the contractor to hold full contract insurance covering both the existing structure and the works. Contractors' views are sought on whether they could provide this cover, and any cost impact this would have on preliminaries. If this proves impracticable in the market, the fallback position is JCT Option C, with the Council insuring the existing structure and the contractor insuring the works.
Programme: whether the proposed tender period and start on site dates above are considered achievable given the scope and site conditions.
