Description
The Greater Manchester Combined Authority (GMCA) is seeking a Provider to deliver a Housing First programme for people facing multiple need and exclusion.

The GMCA has secured funding from the Ministry of Housing, Communities and Local Government (MHCLG) to commission a 3 year Housing First programme across all 10 boroughs of Greater Manchester.

Housing First is an internationally evidenced intervention, which has proven successful in supporting people facing multiple needs and exclusion to maintain their housing. The main premise is that an individual should not need to prove they are ready for housing and is instead given a permanent offer of their own home, along with an intensive long-term support package to enable them to maintain it.

The Provider will deliver a Housing First model of accommodation and support for people facing multiple needs and exclusion whose levels of complexity mean that the more conventional routes to securing accommodation are not available to them. The programme will have a minimum of 400 successful interventions over the three year life of the project and this must be delivered across all 10 GM local authorities.

Alongside the requirement to deliver a person-centred service the Provider will be expected to access a range of property across Greater Manchester to enable people who use the service to be offered the level of choice required to fulfil one of the key principles behind a pure Housing First approach.

GMCA are seeking a Provider who can offer a flexible and innovative approach to Housing First and who understand the importance of working in close partnerships with local providers in each area and integrating their approach to deliver a service to this cohort of people that is coordinated and sustainable.
The GMCA is not prescriptive in the bidding model used and are open to partnership/consortium bids, with inclusion of smaller providers and local services included in the delivery model.

The contract to deliver this service will be awarded in December 2018. There is a two month period from the notification of the outcome of the tender process to the start of the service. This period is intended to allow time for providers to mobilise the service, and finalise contractual arrangements with partner agencies
