This notice is for information purposes only, it is not a call for competition. Information provided is subject to change as necessary, before tenders are released.

North Somerset Council are seeking to commission a Community Equipment Service with the newly formed BSSNG Clinical Commissioning Group, South Gloucestershire Council and Bristol City Council to provide a consistent service across the area. The service assists children and adults to remain in their own homes, at school and in care homes through provision of essential equipment. Equipment can range from a grab rail to support someone up the stairs, to specialist chairs to support our most disabled children. Many of our care plans include the provision of equipment and it is an essential service to deliver statutory duties. This is a demand-led contract, and so is subject to fluctuation depending on the needs of the people in the community.

Planned Contract Structure:

• The estimated contract value for the life of the contract is in the region £42 million (BNSSG CCG, North Somerset, South Gloucestershire & Bristol City Council).
• The proposed term of the contract is five years with an option to extend for a further two years in one-year increments.
• Plan to use a single catalogue across all commissioners

Planned Procurement Method:

• We intend on using the OJEU Competitive with Negotiation route under the light touch regime
• We anticipate a three-stage process will be used set out as follows:
- Combined stage 1&2 including a selection questionnaire and initial tender
- The highest scoring bidders will be invited to the negotiation stage
- Following the negotiation stage, we will invite final bids

An indicative timetable is set out below:

• OJEU issued early September 2019
• Supplier Briefing event – September 2019
• Initial tenders returned – October 2019
• Initial Evaluation – October 2019
• Negotiation Phase complete by - November 2019
• Final tenders received - Nov/Dec 2019
• Final evaluation meeting - Dec 2019 / Jan 2020
• Award Report produced - January 2020
• Approval and Contract Award - Feb/Mar 2020

When: Tuesday, 6th August 2019 from 2.00 – 5.00pm

The purpose of the event is for us to engage with potential suppliers and to share our proposed approach to the procurement. We are seeking market feedback and intelligence before we make a final decision on our approach.
