Contract to Establish and Act as the Secretariat to Support a St Helens Sustainable Growth Commissio...

St Helens Council seeks to appoint an organisation to establish and provide the secretariat function of the Sustainable Growth Commission., This will include the initial engagement of Commissioners, the facilitation of meetings, production of high quality research and analysis, coordination of the exchange of information and decisions between the Commission, and associated administrative activity. It is anticipated that activity will predominantly be carried out through the effective facilitation of meetings of the Commission and the delivery of the following outcomes:

1. Define the local economy’s higher value growth opportunities and indicate how to maximise these alongside the existing business, retail and leisure opportunities in the borough.
2. Outline the local, sub regional, regional and national challenges and opportunities facing St Helens and indicate how these might be managed locally.
3. Make recommendations to be used as a basis of a St Helens Sustainable Growth Framework, setting out potential priorities for investment, support and incentive mechanisms for growth, entrepreneurship and infrastructure, to ensure that
local residents benefit.

4. Develop recommendations about how to facilitate more quality training and employment opportunities for local people.
5. Set out the ways in which progress should be measured and reported.

The following deliverables will be required:
• Initial report containing evidence and analysis to ensure the Sustainable Growth Commission has the necessary insight into the local economy. This must provide an in depth analysis of the St Helens context setting out historic, economic and social trends within the context of recent growth.
• Interim reports regarding the progress and findings of the Commission as required.
• Final in depth final report of the Commission
• Final Sustainable Growth Framework document for St Helens.

The Supplier must have demonstrable experience of project management with research and administrative skills as well as high-level liaison and partnership work.
