Islington Council invites suitable expressions of interest from suppliers for the supply and installation of back-up generators at 222 Upper Street and the Waste Recycling Centre

Current status / Background

The Municipal Offices at 222 Upper Street and the Waste Recycling Centre are key council buildings that need to be provided with back-up power generation in the event of an emergency. Whilst the Waste Recycling Centre currently has a back-up power generator there is insufficient power supplied to allow for the continuation of services provided.

The requirement

The back-up generator to be supplied and installed at 222 Upper Street is to be 782kVA rated and acoustically canopied.

The manufacturer is to provide a 5-year parts and labour warranty whilst also providing latent defects coverage for the installation.

The back-up generator at the Waste Recycling Centre (1 Cottage Road, London N7 8TP) is to be delivered and offloaded to a pre-selected area ready for installation. The machine is to be 1108kVA rated and on an open skid set.

The generator set is to mounted on a fabricated, steel welded channel base frame, compete with, heavy-duty anti-vibration mountings which are fitted between the base frame and generator set assembly to prevent undue transmission of vibrations when the set is running.

The generators described above and associated assemblies are to conform to the following regulations and any others which apply but are not listed:

BS 4900 / BS 5000

British Standard BS7671 – IEE wiring regulations

This contract will not be split into lots due to the need for coordination of supply and installation at both sites and the associated economies of scale.

TUPE [Transfer of Undertakings (Protection of Employment) Regulations]

Contract Period

The contract period will be for 4 months from an estimated start date in the week commencing 24 October 2016 with option to extend up to a further 1 month.

Contract Value

The estimated total value of this contract is £580,000 over the maximum 5 months term of the contract. However the Council is confident the bids received will be lower than the estimated value.

Award criteria

The contract will be awarded to the Most Economically Advantageous Tender (MEAT) in accordance with the Public Contracts Regulations. MEAT for this contract is quality 35% and cost 65%. Further details will be provided in the invitation to tender.

Methodology for implementing, undertaking and delivering electrical installation works within an operation council building ensuring
• Completion of works within agreed timeframes
• Works are regulated and implemented by appropriate trade personnel
• Access and separation of construction/works areas and operational council areas
• Health & Safety (15%)

Methodology for implementing quality management procedures in the delivery of this contract:
• Contract & site management
• Onsite supervision and adhere to all statutory standards and regulations
• Monitoring of H&S procedures
• Identification and resolution of snags and defects. (10%)

Approach to partnership working and service delivery including:
• Communications
• Stakeholder Management (Employers Agent/Project Manager)
• Site Facilities & Security Teams. (10%)

Total 35%

Tenderers should be aware that we reserve the right to hold site visits during the tender process. Site visits and/or presentations and/or interviews will be for verification/clarification purposes of the written submission.

We reserve the right to interview leading bidders.

This contract is over the Official Journal of the European Union (OJEU) threshold.

This contract will be procured using the Open Procedure. The Open Procedure means that all bidders who successfully express an interest will automatically be invited to tender and have access to the tender documents. Those who submit a tender and meet the minimum requirements will have their full tender, method statements and pricing evaluated.
