Reopening of the Over 65 Residential Care Home Framework for Swindon

Swindon Borough Council invites expressions of interest from suitably qualified and experienced service providers for admission to the existing Over 65 Years of Age Residential Care Home Framework for Swindon.

Swindon Borough Council is undertaking the first annual re-opening of its existing Residential Care Home Framework for adults aged 65 years and over within the Swindon locality. This Framework was originally commissioned under public contract regulations and will continue to use this until the end of the total term. This framework commenced on 1st January 2026 and is currently operating within the initial contract period. Existing Framework providers are not required to reapply as part of this process. Successful applicants will join the existing Framework from 1st January 2027.

This procurement exercise does not constitute a new procurement or re-tender of the Framework. It provides an opportunity for providers that are not currently admitted to the Framework, or that were unsuccessful in previous application rounds, to apply for admission to the Framework.

The Framework has an initial term ending on 31st December 2027, with the option for the Council to extend by up to two further periods of two years each, resulting in a maximum potential Framework duration of six years from the original commencement date. Providers admitted through this re-opening exercise may remain on the Framework for the remainder of the Framework term, subject to extension options being exercised and continued compliance with contractual requirements.

The estimated value of placements commissioned through the Framework during the period 1st January 2027 to 31st December 2027 is approximately £12 million, with a potential maximum Framework value of approximately £60 million should all extension periods be exercised.

The Framework will continue to be re-opened annually via the Supplying the South West Portal to allow additional providers to apply for admission.

The Framework will be advertised and all applicants must meet the minimum selection and award criteria to be admitted to the Framework.

This Framework is for in-borough residential care homes only.

For all over-65 residential care needs (standard, enhanced and complex), providers will be required to operate within the Council's published fee structure. Acceptance of the Council's fee structure will form part of the Framework requirements.
