Gloucestershire County Council (GCC) is looking to renew its payment and merchant system, in order to bring its income management services up to date.

GCC's current system is used to manage the majority of its customer and business payments that are made by use of credit or debit cards. The system supports access through online, telephony, and attended chip & pin technology.

The system interfaces with GCC’s core SAP financial applications, and allows GCC to reconcile payments, provide management information and have a transparent view of their card income.

GCC is looking to renew its payment and merchant system, in order to bring its income management services up to date, and is therefore looking to understand what systems are available from the market.

The soft market testing will help inform us of:
• The potential level of interest in bidding for the new system.
• Market capability to deliver the types of service required.
• The types of system/service available (hosted service, SAAS, licensed software etc.).
• The ability to integrate different types of payment into a single solution.
• The ability to integrate with third party systems, and the techniques available to do this.
• Current and future market trends.
• Innovative opportunities to capture payments, manage debt and reduce operating expenditure.
• The nature and duration of the contract required.
• The likely cost of the new system and the benefits to GCC and its customers.

This is not a tender, but a market gathering exercise to understand the systems available. All information submitted will be treated with the strictest confidence.
