<p>London Borough of Sutton (the lead authority for this exercise) are seeking a suitably experienced Enforcement Service provider with expertise in the delivery of an end to end enforcement service for both the investigation and successful issuing of FPNs for fly-tipping, littering, dog-fouling and bins on highway offences throughout the boroughs of Sutton and Kingston. The contract will run for a period of 12 months. A comprehensive review of the project, including achievements and learnings, will be undertaken towards the end of the initial contract, where an extension of this may then be considered. in view of the above, London Borough of Sutton is carrying out this soft market testing exercise to gain an insight into the feasibility, practicality and deliverability of this project from the experts in the market. All the information gathered through this soft market testing exercise will inform the final specification for the commission. London Borough of Sutton is also planning virtual 1:1 discussion sessions in week commencing 5th April 2021 for providers to attend. This a great opportunity for potential Enforcement Providers to gain an early insight into the project aims and objectives. These will be open discussions around the project and allow London Borough of Sutton to gain the Enforcement Provider&rsquo;s perspective on the scope of works. These sessions are not a pre-qualification process to Tender for the works as the opportunity will be published after the sessions and will be open to all Enforcement Providers regardless of whether they have engaged during the soft market testing phase or not.</p>
