Description
The States of Jersey (SoJ) is currently undergoing an organisation wide redesign and restructure. This new direction forms part of our new Target Operating Model (TOM), set by the Chief Executive. The TOM will reorganise the public service to deliver to a One Government ethos that is customer-focused and designed for the future, while keeping to sustainable and economically viable principles. Reorganisation and change to our structures on this scale is likely to result in a period of headcount management.

In these circumstances, the States of Jersey is committed to supporting our employees’ who may be displaced or ‘put at risk’ of redundancy and may need help and guidance to find alternative employment. This support includes redeployment and outplacement.

We are inviting tenders for two Lots, tenders will be accepted for one or both Lots;

Lot 1 - Online Career Development Portal

To provide the best support to all employees through this change period, and beyond, we are seeking an online self-service Portal that can be accessed by all employees, irrespective of position or grade in the organisation. The Portal will include support in career development, as detailed in Paragraph 3.2.

Lot 2 - External outplacement services preferred suppliers list

This Lot is to create a preferred suppliers list that can provide external outplacement services to our displaced employees, typically in Tiers 3 and 4. The States of Jersey is committed to maximising our displaced employees’ ability to secure suitable employment, if they wish to do so. Support must be provided in person and on island.

We are seeking providers to supply our employees in specialist, senior or management roles, typically in Tiers 3 and 4, with outplacement services. Providers will have the appropriate skills and contacts to support this group in preparing for, and finding alternative employment. Appendix Three details our tiered structure.

The Back to Work team, part of the States of Jersey Customer and Local Services Department, provides outplacement services to those typically in Tiers 5 and 6, where required. A decision is taken on an individual level to support our Director Generals and Directors in Tiers 1 and 2 if outplacement support is required
