Description
North Somerset Council is commissioning a new Supported Accommodation Service through Competitive Dialogue in response to the escalating issues around youth housing in North Somerset. The new Service will support a multi-agency homelessness prevention housing pathway service for young people aged 16-25, who reside in or have a local connection to North Somerset. It aims to secure quality, consistency and sustainability for Young People in North Somerset, supporting a wide variety of their housing and support related needs, including: emotional support, budgeting, independent living skills and other support relating to the young persons individual needs. and significantly working in partnership with all agencies; the council, Government and/or Health services.

Key to this offer will be;
• working with local services to support the Young People’s needs and enhance their future outcomes
• working to achieve training or jobs outcomes to support opportunities to move on into independent accommodation
• preventing the young person from becoming homeless in the future.

The contract will be for a lead and/or single supplier which will commence on 1st June 2020 for a total period of seven years including an extension period of two years.

The Service will be delivered across North Somerset with allocation based on need. The Provider will ensure that availability of accommodation is available in all major towns according to the location of other facilities (such as colleges and employment opportunities).

The Council have an overall budget envelope (£3,640,000 - £5,040,000 over the 7 [5+ 2 optional extension] year period) which the Provider and the Council will work within. How the funding should best be spent to meet the Contract outcomes and future development plans for the Service will be determined during the course of the Competitive Dialogue and on an ongoing basis. It will consider opportunities to use funding creatively across the contract term to support other allied services in relation to the needs of the Young People including, education, training, employment, emotional and economic resilience and purposeful social activities.
