PLACE992H Highways Materials (Stores) PME

The Council are seeking information from the market in relation to a future Highways Materials (Stores) Contract. This Pre Market Engagement exercise (PME) is intended to gather insights from potential providers to help shape our future service model, inform the development of procurement documentation, understand market capabilities and how the Council can best seek to deliver value for money.

Based on the feedback already received, we are developing an approach focused on improving consistency, efficiency, and value across our stores provision. A key theme identified was the need for a more standardised service, delivered by multiple suppliers, to ensure all operational requirements are met effectively.
The proposed contract is expected to commence towards the end of this year (2026). It will have an initial term of 12 months, with the option to extend for a further three 12-month periods, up to a maximum duration of four years (1+1+1+1).

The intention is for the contract to be structured into seven Lots, each aligned to a specific material or item type. The intention is to appoint one supplier per Lot, ensuring resilience, flexibility, and consistent service delivery across Derbyshire. Suppliers may bid for any combination of Lots and are not required to submit bids for all Lots.

The current proposed Lot structure is as follows:
• Lot 1 – Aggregates, Sands & Bulk Materials
• Lot 2 – Asphalt, Bitumen & Surface Treatments
• Lot 3 – Kerbs & Footway Materials
• Lot 4 – Drainage & Ducting
• Lot 5 – Fencing, Bollards & Street Furniture
• Lot 6 – Signing, Traffic Management & Road Safety
• Lot 7 – Tools, Equipment & Other Consumables
• Lot 8 – County Transport, Tools, Equipment & Other Consumables

Suppliers awarded to each Lot will be expected to provide the full range of items within that Lot across all Derbyshire County Council depots.
