West Lancashire Borough Council - Community Grants - Independent Living
Main contract details
Following a review of its support to voluntary organisations, the Council is supporting services to improve independent living (elderly, young families, vulnerable, veterans, residents with disabilities) and their families within the Borough through the provision of a Grant. The Grant will commence from 1 April 2020 for a maximum 3 year period, subject to annual budget processes and satisfactory progress in meeting the outcomes and the indicative measures by the successful Bidder.
Outcomes
Support for the elderly, young families, vulnerable, veterans, residents with disabilities and their families has been identified as an area of critical need in order to support independent living, resilience and health & wellbeing of our residents. The Council’s investment is expected to help to deliver the following outcomes:-
• To improve the resilience of the elderly, young families, vulnerable, veterans, residents with disabilities and their families
• To reduce potential demand for crisis services by early intervention and protection
• To Improve health & wellbeing of our residents
• Support networking/partnership arrangements between local/national organisations with particular emphasis on local service providers
• To engage with Veterans/Service leavers
• To support digital inclusion and assist service users to become more digitally literate
• To provide clear pathways to signpost service users to other appropriate services Increased number of appropriate referrals into More Positive Together; employability programme
• Increased number of appropriate referrals into Active West Lancs: health and wellbeing service
Indicative Measures
Some or all of the following measures must be evidenced:
• Increase in the number of West Lancashire residents accessing services at an early point in time of crisis
• Increase in the number of West Lancashire residents feeling more confident to maintain their independence without the need for higher levels of support
• Increase in the number of West Lancashire residents gaining the skills and confidence in the use of on-line services resulting in a reduction in digital exclusion
• Increase in the number of West Lancashire residents gaining the skills and confidence to find employment/training opportunities
• Demonstrate that West Lancashire residents believe that they have access to services to improve their wellbeing
• Increased number of West Lancashire service users utilising your service
• Increased in the support to West Lancashire residents wishing to undertake volunteering opportunities with your organisation and other third sector organisations
• Increase in the frequency of organisations working in partnership with other local/national organisations to provide aligned pathways for West Lancashire residents
• An increase in the number of Veterans/service leavers receiving meaningful support and signposted to the veterans gateway
Bidders will be required to provide proposed Key Performance Indicators for the appropriate Indicative Measures prior to commencement of the Grant period for each year.
