Site Visits
Tenderers need to request a site visit to enable them to carry out a feasibility study prior to submitting their tenders. Any such request must be made before 12:00 noon on 29 July 2016 to Janice Oughton, who can be contacted on telephone number 0191 6437596 or via e.mail janice.oughton@northtyneside.gov.uk . No requests will be considered after this time. Site visits will be undertaken between 1 August 2016 and 8 August 2016. As all site visits must be made with the accompaniment of the CDM (Principle Designer), it is in the interest of tenderers to request visits as soon as possible. The Authority may not be able to accommodate all requests. In this case the Authority reserves the right not to offer a site visit in the event of the CDM (Principle Designer) not being available. The Authority will attempt to accommodate requests for specific dates/times, however tenderers may have to be allocated a set time/date for any such site visit. The site visits are for tenderers to satisfy for themselves all risks involved in completing the requirements of the Tender Documents. All such risk is to be included within the costing of their tender submission. Tenders must be submitted for evaluation by 12 noon on 19 August 2016, in line with the Instructions for Tendering. Only organizations who have attended such site visits will be considered for evaluation purposes.

Can I urge you to pay careful attention to the Instructions for Tendering and other Tender Documents, as the procedure and stipulations laid down therein will be adhered to. Tenderers will be deemed to have read, examined and accepted all of the Tender Documents and the terms and conditions contained prior to submission of the Tender.
The Authority intends to award the contract on the basis of the offer which is the most economically advantageous to the Authority taking into account quality, technical merit and price.
You should note that the Authority is not bound to accept the lowest or any of the Tenders submitted. The documents as requested by the Instructions for Tendering will be a central aspect of the evaluation, and this invitation to tender should not be taken as an acceptance by the Authority that your company is necessarily competent to undertake this service.
Submission of documents must conform to the details as contained within the Instructions for Tendering, and must arrive before 12:00 noon on 19 August 2016 (tenderers must note that a tender receipt timed at 12:00 noon or later will be classed as a late tender and will be rejected)
Any tender returned after this time will not be considered.
Should you require additional information, this may be obtained by submitting a request through the facility within the e.tendering portal not later than noon 7 days prior to the date of the tender submission.
In accordance with paragraph 1.4 of the “Instructions for Tendering”, listed below is a check list of what needs to be returned by yourself through the electronic tender system at https://procontract.due-north.com when submitting your tender. Failure to return these items will result in the tender not being considered.
1. Completed “Form of Tender” as attached.
2. Completed “Non – Collusive Tendering Certificate” as attached.
3. A full response to the “Method Statement” as attached.
4. A fully priced copy of the “Schedule of Prices” as attached.
Please note that the files are NOT on line forms, and in this respect tenderers are requested to copy all files (select file, click on right mouse button and save as target to tenderers location), prior to returning as individual forms.
It is important to allow sufficient time for your completed Tender and all supporting information to be received on the portal before the closing date and time. Failure to do so will result in your response being registered as a late submission and will not be accepted by the Authority.
Tenders which have commenced being uploaded before the closing time but have not finished being uploaded by the closing time will be registered by the system as a late submission.
Uploading files can take a lot longer than may be expected. It is the tenderer’s responsibility to ensure that sufficient time is allocated to the uploading of their Tender submission.
Unless specified images and graphics are not required as part of the Tender submission and if included may increase the amount of time taken to upload your submission onto the portal.
