Wigan Council are wanting to engage with the market to understand appetite for the project and proposed procurement route prior to commencing the procurement process.
The project is the refurbishment of the Leigh Market Hall which includes a new main entrance, new roof, a new internal stall configuration, replacement mechanical/electrical systems, and new finishes.
Approximate construction value of £3.5-4m. We are proposing to use a single stage procurement process to procure a single stage design and build contract.
Wigan Council will be holding an escorted site visit on Monday 13th July 2026 at 11:00am, 12:30pm and 2:00pm.Please confirm your attendance by Thursday 10th July 2026 5:00pm with your company details and names of attendees by email to j.freeman@wigan.gov.uk.
A questionnaire will also be issued on 13th July 2026 with a deadline for responses by 24th July 2026. The intention to publish the tender via The Chest procurement portal (www.the-chest.org.uk) around the 17th August 2026, with deadline for queries on 4th September 2026 and tender submissions due on around 11th September 2026.
Please Note: The purpose of this exercise is to gauge the level of interest in this opportunity and obtain information from the market, so all responses are very much appreciated.
For the avoidance of doubt, this Pre-Market Engagement (PME) process is for the purpose of conducting early market engagement only and does not formally begin a procurement process or constitute any commitment by Wigan Council to undertake any procurement exercise.
As a result of this PME, the Council may invite either a single supplier, multiple suppliers or no suppliers, to provide a formal quotes or tenders for the services/works required.
Interested parties must note that a response to this PME does not guarantee an invitation to participate in this, or any future procurement or contract that Wigan Council may conduct. Any costs involved in responding to this PME will be borne by the responders.
