Scope
Ashford Borough Council seeks potential suppliers (contractors) to undertake all works associated with the partial removal of existing roof covering and the complete design and construction of a new roofing system including all fascia, soffit, guttering & rwp together with all associated works and services.

Installation of a photovoltaic panel array with all ancillary services and connections, the contactor will be responsible for submitting building regulation application to Ashford Borough Council building control and getting full approval for the works.

Tender Evaluation

You are therefore invited to submit a Fixed Price Tender for the above work as detailed in the enclosed specification and drawings. The Contract will be awarded to the supplier who submits the most favourable tender, which will be evaluated on the following;

60% Price
SSQ – Questions PS.Q1-Q5)
10% Guarantee.
10% Contractor’s experience
20% Method of construction chosen to minimize disturbance and disruption to ongoing operation of leisure centre which will remain open during the construction phase.

You will need to achieve a score of 60% or more for the project specific questions PS-Q1-Q3 to be considered for further evaluation, and for the pricing element of your bid to be considered.

You will be required to provide a priced breakdown that captures all the main elements of the proposals to allow the client to make a full tender cost analysis of your proposals including the following categories

i Removal and disposal of existing roof and associated items i.e. fascia gutters, cowling etc

ii Supply and fix of new metal faced roofing and associated items, i.e. fascia, gutters, access, flashings, cowling, man safe etc.

iii Photo Voltaic array including all ancillary equipment, connections and adaptions to be priced completely separately so it can be removed from contract if required.

iv Overheads and profit

Beyond this you will be required to provide whole life costings for the effective maintenance of the roof + all its components and the photo voltaic system + all its components separately.

The contract will be awarded to the contractor who submits the most favourable bid, evaluated 60% price and 40% quality.

The contract will be the JCT Design & Build 2016 with amendments
