Recognised Provider List (RPL) for Direct Payment Support Services - Round 1

About the invitation
Rotherham MBC wishes to establish a Direct Payment Support Service Recognised Provider List (RPL). It is envisaged that the List will be established from early September.
The application process will comprise of individual rounds subject to requirements and capacity need. A new application round will be re-opened as when required, the initial round of applications will be open for 30 days, after which applications will be assessed and providers will be notified accordingly.
Rotherham MBC will release monies to Direct Payment customers in order for them to exercise choice and control over the three elements of Direct Payment Support as listed below
• Managed Account Service
• Payroll Service
• Personal Assistant (PA) Recruitment Service
Organisations providing Direct Payment Support Services are now invited to apply for inclusion on the RPL and contract with service users directly if selected.
An organisation may apply to be on the RPL if they provide either of the services above or a combination of.
The Council does not guarantee the volume of, or right to, any business or referrals to any organisation on the RPL. Acceptance onto the RPL does not form any contractual relationship with RMBC.
People using a Direct Payment will contract directly with the Direct Payment Support Service Provider.
The Council will promote the RPL, via its emarket place ConnecttoSupport Rotherham, https://rotherham.connecttosupport.org/s4s/WhereILive/Council?pageId=2906 and via guidance, policies and procedures that Social Work Staff will follow.
As part of the Care Act assessment and review process, RMBC Adult Care Staff will assist people to make contact with the Direct Payment Support Service of their choice, utilising the RPL.
However people will be able to use their Direct Payment to purchase services from any Direct Payment Support Service organisation of their choosing that may not necessarily be on the RPL.
Rotherham Borough Council is currently reviewing its Direct Payment Policy and Procedures and these will be published on the Council’s website in due course.
The Transfer of Undertakings (Protection of Employment) Regulations 2006
TUPE Regs do not apply where, as here, the chosen contractor performs agreed activities pursuant to contracts individually and directly negotiated with the service users themselves.
The local authority is neither reassigning former contracts or bringing contracts back in house; the local authority is merely providing prospective service users with a list of Direct Payment Support Service providers they may instruct, be they contractors that were the direct payment support providers previously contracted with RMBC or entirely new ones.

Estimated volume of work
Although no work is guaranteed for any Provider on the RPL the following information may assist Providers in deciding whether or not to apply.
In 2015, 37 new Service Users required a payroll service and 43 new people required a managed account
In 2016, 37 new people required a payroll service and 85 people required a managed account
In 2017, 41 new people required a payroll service and 35 people required a managed account.
Approximately 12 people per month receive help to recruit a PA from the commissioned service for PA Recruitment.

RMBC wishes to have a varied selection of Organisations on the RPL in each of the 3 themes.
Should this first round of applications not produce the desired variance and number of organisations a further round will be opened offering a further invitation to apply .
RMBC reserves the right to open up further rounds inviting applications as and when required to meet the needs of service users.
