SOG-RFQ-Island Wide Strategic Review of CCTV

The States of Guernsey owns and operates a number of CCTV installations at various properties across its estate. Historically, these installations have been discrete, stand-alone systems of mixed analogue & digital technology. These systems have been used to detect & deter criminal and antisocial behaviour.

Networked CCTV was introduced at Guernsey Airport, shortly after the new Terminal opened on 19th April 2004. The purpose of the introduction of CCTV was for the prevention of crime and airport security.

The existing CCTV installations continued to operate as stand-alone systems.

The networked CCTV was initially operated as a joint enterprise between the Police and Customs who retained full control for a number of years, with the airport becoming a third party sometime thereafter and the costs being split in equal third shares.

The CCTV network was extended in the following years to include other sites:
• Police Service
• Customs & Immigration Service
• Airport Authority
• Harbour Authority
• Prison Service

Collectively these users/operators were to be known as the stakeholder authorities. The network systems commenced with coverage of:
i) States Airport (Guernsey)
ii) St Peter Port Harbour and surrounding quays
iii) St Sampson’s Harbour and surrounding quays
iv) St Peter Port town Centre
v) St Sampson’s town Centre
v) Court Buildings

A CCTV Code of Practice set out operating purposes and established the obligations that were needed to ensure the CCTV usage and the captured imagery was lawfully compliant. The stakeholder authorities were mandated to ensure the CCTV operators for their respective service had received suitable training and had an awareness of the content of the CCTV Code of Practice, the Data Protection Laws, Regulation of Investigatory Powers Law, and Human Rights Legislation.

The CCTV system was only to be used for official purposes and in such lawful manner that was necessary and proportional to the objective of use. As a general rule the prioritisation of the system was:
i) Protection and preservation of life
ii) Detection and investigation of serious crime
iii) Protection and preservation of property
iv) Prevention or detection of anti-social behaviour
v) Monitoring regulatory observance
Management Boards were set-up as follows:

CCTV Strategic Management Board comprising a senior representative of the stakeholder authorities, States CCTV Consultant and Systems Contractor, under the chairmanship of the Home Department who provided strategic leadership for current and future networked CCTV projects.

CCTV Operational Management Board comprised a representative from each stakeholder authority and the Service Contractor. This Board was responsible for the day-to-day management of the CCTV networked systems and the data captured by these systems.

With disparate support contracts and some parts of the CCTV system and network being of between ten and fifteen years of age, it is now timely to conduct a review of the CCTV systems and the associated networks across the States of Guernsey, identifying and understanding what systems are run and what CCTV services are required. Recommendations from this review will enable the States CCTV Strategic Management Board to move forward in terms of CCTV service provision.
