Scope:
Ashford Borough Council seeks potential suppliers to provide property management with facility management services in respect of a council owned retail centre located in the town centre of Ashford, Kent. This will include rent and service charge collection, service charge management and facilities management.

Ashford Borough Council is also seeking potential suppliers to provide property management with facility management services in respect of council owned office accommodation.
. There are 2 separate questionnaires for each different contract being advertised. If you are not Constructionline registered and want to bid for both contracts, you need only complete one questionnaire in full, but the two Project Specific questions for both contracts.




Expressions of Interest:

Constructionline registered:
If you are already a member of Constructionline (the Government's register of pre-qualified contractors and consultants) or become Constructionline registered prior to the submission deadline, you can provide us with your registration number (on the Suitability Assessment Questionnaire (SAQ) attached) then skip the core questions and go straight to the project specific supplementary questions at the end. Please ensure that your supplier profile contains the relevant work category of Building and facilities management services 79993000-1 and or Facilities Management 79993100-2

Not Constructionline registered:
Contractors who are not Constructionline registered, and do not wish to do so, will be required to complete the attached SAQ in full (NOTE: only one questionnaire if applying for both contracts) and supply all requested supporting information.

ALL CONTRACTORS WILL BE REQUIRED TO COMPLETE Section 1.1 - Constructionline Registration Status and Section PS.01 to 06 Project Specific Questions in the attached SAQ.

Completed SAQ should be e:mailed to procurement@ashford.gov.uk by 12 Noon on Wednesday 18th January 2017

SAQ Evaluation:
Constructionline's selection process and responses to the questionnaires will be used to draw up a shortlist of no less than 5 potential suppliers who will then be invited to tender. Potential suppliers will need to achieve a minimum score of 75% for the Project Specific Questions to be considered further. Other questions within the SAQ will be marked on a Pass/Fail basis and a supplier may be excluded from the process if a fail is scored.
If your company is shortlisted for tender we may undertake a financial check.

Contract Award:
The work will be awarded to the contractor who submits the Most Economically Advantageous Tender.

2) Please register your interest through the South East Business Portal - we will use these registration details to inform you of any amendments, or items of clarification during the SAQ process. However, no further clarification, etc. will be issued later than 12 Noon 16th January 2017.
3) Please be aware that you need to download the documents attached to this advert and make your submission by the due date. Your registration of interest will NOT be used to issue you with a SAQ
4) When submitting your SAQ, please keep additional marketing material to a minimum.
5) In the case of e:mail submissions in the event of a systems failure the submission time rather than receipt time will be used in ascertaining whether the response met the imposed deadline.
7) The "Last date for Expressing Interest" detailed at the beginning of this notice, is the last date for submitting your SAQ.
