This notice relates solely to Preliminary Market Engagement (PME) for the development of the Jersey Diabetes Prevention Programme (JDPP).

The Government of Jersey, on behalf of Public Health, wishes to notify potential providers of its commencement of early market engagement in advance of a potential commissioning process to support the development of a new Diabetes Prevention Pathway. As part of this, we are hosting a workshop to engage with the market and gather insights to inform the future design and delivery of the JDPP.

The programme aims to provide a 9-month behavioural intervention for up to 500 Islanders who are at high risk of developing Type 2 diabetes. Providers would work in collaboration with Public Health to deliver a service that is evidence-based, person-centred, and tailored to Jersey’s population.

GoJ invites interested providers and key stakeholders to attend this workshop to learn more about and to be involved in the JDPP.

Workshop details

Date: Monday 16th June 2025
Time: 14:00 – 16:00
Location: St. Helier, Jersey (venue TBC) with the option to join via Teams if required

The purpose of this interactive workshop is to:

Engage the market in advance of any formal procurement process
Build understanding of the programme’s aims and intended outcomes
Present an overview of the proposed service model
Gather feedback and insights from potential providers
Encourage collaboration between potential providers
Explore market capacity and delivery approaches
Inform the ongoing design of the service and commissioning strategy

This session forms part of our commitment to co-developing a high-quality, impactful service that meets local needs. Insights from the workshop will help shape the future design of the programme and procurement approach. Please note that participation or non-participation in this preliminary market event shall not prevent any supplier from participating in any potential procurement process, nor is it intended that any information supplied shall place any supplier at an advantage or disadvantage in any forthcoming procurement process. For the avoidance of doubt, this is the scoping phase of the project and is not part of a formal procurement process.
