The Council is conducting the procurement in accordance with its Contract Procedure Rules for the purpose of procuring the works described in the Specification (Works).
This ITT contains information about the procurement process, the Works, and award criteria for Tenderers to submit their response (Tender).


Cumbria County Council is responsible for the strategic local services within Cumbria. The Highways team within the council is responsible for over 7,300km of road; comprising:
• 679km of A Class Roads (Primary Route Network);
• 2,910 km of B and C Class Roads (Non- Primary Route Network);
• 3,774km of Unclassified roads.
This 4 year Approved List will deliver:
o Road Markings for new or amended Traffic Regulation Orders
o Road safety schemes
o Renewal and maintenance of existing road marking
o Road markings to support in-house highway maintenance operations.
Multiple low value schemes are carried out for traffic regulation order and road safety schemes. Around 40 schemes are procured each year varying in cost from several hundred pounds to no more than £20,000 with an average scheme value of less than £5,000.
The Approved List of approved contractors will be advertised openly through the Chest, in local press and through targeted market awareness. Responses will be assessed based on pass/fail criteria relating to quality, health & safety and environmental factors. As part of the tender process key rates (no more than 50 items) are requested for each of 6 district areas. All qualifying contractors will then be appointed to the list for each area.
Annual updates to prices will be requested prior to the start of the financial year. The lists will remain open for new suppliers to be added each year. The list is re-advertised and renewed after 4 years.
The process for procurement from the Approved List will be as follows:
• Officers identify a work package in an area
• Officers use the key rates for the area to assess the lowest price supplier for the work package
• Officers contact the lowest price supplier to confirm availability within the required timescale. For schemes with an estimated value less than £25,000 one supplier is selected. For schemes above £25,000 2 suppliers are selected.
• If not available officers contact the next lowest supplier until an available supplier is identified
• Work package details issued to the supplier and a price requested
• Providing the price is consistent with the submitted rates (within 10% of the estimated price) the contract is awarded
• Where the price is not consistent with the submitted rates (more than 10% over the estimated price) extenuating circumstances may be considered (e.g. emergency works, high complexity traffic management, work required outside normal working hours, etc)
• Where the price is not consistent with the submitted rates and no extenuating circumstances justify the increase a second price is price sought from the next lowest price supplier and the scheme awarded on the basis of two quotes.
