BT1356 Removal & Clean up of Fly Tipped waste

<p>SPECIFICATION FOR FLY TIPPING WASTE COLLECTION &amp; DISPOSAL The detailed requirements for fly tipping waste collection &amp; disposal are given below. A. Purpose To provide a fly tipping waste classification, collection and recycling / recovery / disposal service from defined Parks &amp; open spaces sites as identified by the Parks &amp; Countryside Service. These sites are to be serviced to the appropriate performance standards, with the requirement to react to fly-tipping incidents as required. All works are to comply with current regulatory requirements and standards of best practice that relate to the works during the contract term. The removal of asbestos containing materials is not included within this contract and therefore all material suspected of containing asbestos material must be brought to the attention of the authorised officer to arrange removal by a licensed asbestos contractor. B. Scope For the purposes of this document the following key terms are defined as follows: &bull; Hazardous Waste &ndash;.Hazardous waste is defined as a waste possessing one or more of the 15 hazardous properties set out in Annex III of the revised Waste Framework Directive (2008/98/EC). The wastes hazardous properties may render it harmful to human health or the environment. It includes wastes that are flammable, toxic, corrosive or carcinogenic. The scope of works requires the Contractor to undertake collection and disposal of hazardous waste from Parks &amp; Open space sites in accordance with a site specific risk assessment and approved method statement. All collections will be defined and instructed by the authorised officer as required. There will be a requirement to provide a fly-tipping collection and disposal service in accordance with the call-out requirements of the Service. The types of hazardous/ fly tipprd waste encountered regularly by the Employer include: &bull; Vehicle tyres &bull; Lead acid batteries. &bull; Construction, demolition and excavation waste containing hazardous substances e.g. oil contaminated soils and asbestos. &bull; Waste Electrical and Electronic Equipment (WEEE) containing hazardous components (televisions, computer monitors). &bull; Fridges and freezers. &bull; Unidentified hazardous substances (pollutants, fly tipped material etc.). &bull; Hazardous empty drums or containers. &bull; Hazardous gas cylinders that cannot be returned to the owner. &bull; Hazardous paints, solvents and chemicals including pesticides. &bull; Fluorescent light tubes. &bull; Needles and syringes The task will involve the collection and transport of hazardous waste and the recycling / recovery / disposal of the waste to a permitted site plus the production of waste consignment notes. On occasions, unidentified hazardous substances may need to be sampled and analysed by the Contractor to enable the waste to be adequately described. C. Health, Safety, Environmental &amp; Heritage Management The Contractor shall complete a specific health and safety risk assessment for each site and section of the work, paying particular attention to water safety, the interface with members of the public, the interface with the Employers staff and the highlighted specific Health &amp; Safety hazards outlined below. A safe system of work in the form of a method statement is to be developed from the risk assessment and briefed to all staff involved in the work, prior to commencement. Specific Health &amp; Safety Hazards In addition to the requirements, the Contractor is informed of the following potential hazards: &bull; Hazardous Waste Hazardous waste collection, transport and disposal will involve manual handling and exposure to hazardous substances. The Contractor shall have procedures to ensure that their staff uses appropriate PPE, equipment and hygiene techniques to ensure their health and safety. &bull; Lone Working Hazardous waste collection and disposal may involve lone working. The Contractor shall have procedures at least equal to those contained within the Parks &amp; Countryside Service Approved Standard: Lone Working &amp; Personal Safety. &bull; Slips, Trips and Falls Hazardous waste collection and disposal will often be in areas where slips, trips and falls are more likely to occur. The Contractor shall ensure that all work areas are continually monitored for trip hazards. &bull; Sharps Hazard The Contractor is likely to encounter Sharps during this work activity and is to ensure all &lsquo;sharps&rsquo;, including syringe needles or razor blades, are removed immediately and deposited into an approved 'sharps' container and then disposed of in accordance with current legislation and best practice. Where there is a frequent and regular occurrence of syringes and drug related hazards the Contractor will notify the Authorised Officerin order that the police can be informed. &bull; Fly Tipped Material Where the Contractor finds fly tipped material of a particularly hazardous nature, including asbestos and toxic chemicals, the Contractor shall immediately make the location safe and inform the Delegated Service Manager. The Contractor shall reference and follow the specific environmental and heritage guidance and requirements produced in Part A of the Service Information and the highlighted specific aspects below. Specific Environmental &amp; Heritage Aspects In addition to the requirements above, the Contractor is informed of the following specific environmental and heritage aspects: &bull; Waste Disposal The Contractor must be a registered waste carrier and broker with the Environment Agency. The Contractor will present The Authorised Officer with copies of their Registration of Carriers &amp; Brokers Certificate and provide any copies of any new Certificate(s) that they receive. A consignment note must be completed each time waste is transferred from site. This must give a description of the waste, SIC code and European Waste Catalogue (EWC) reference for each waste type. A declaration must be signed on the consignment note to indicate that the waste management hierarchy of options has been applied. The Contractor must ensure that all waste is transferred to a suitably permitted or exempt facility. The Contractor must provide the Authorised Office with the details of all the waste receiving sites and must be able to provide copies of environmental permits / registered exemptions upon request.</p>
