Description
Contract Title: DR4907 – Security Services Framework
Agreement

The London Borough of Tower Hamlets (LBTH) is seeking expressions of interest from interested organisations for the above services and / or goods.

Description:
This framework is for a range of security services required by the Council to meet its requirement for security personnel and repairs and maintenance of its security equipment. Call-offs from this framework will be on ad-hoc basis as the requirements arise. The framework is divided into the following lots:

Lot 1 - Manned Guarding, Key holding and Mobile Patrol £1m
Lot 2 - Event Security £185k
Lot 3 - Live-in Guardian £NIL
Lot 4 - Installation and Maintenance of Building Security Systems £200k
Lot 5 - Locksmith Services £25k
Lot 6 - Building Hoarding £35k

Tender may be submitted for one or more lots. Tenderers must bid for all services within individual lot or any multiple lots being tendered in order for their bid to be considered.

The Council envisage inviting to tender the five (5) highest scoring bidders for each lot. After evaluating the invitation to tender submissions, the Council envisage appointing the three (3) highest scoring bidders for each lot where sufficient bids which meet the contract requirements are received.

Call off from the framework will be on ad-hoc basis as the requirement arises. The successful bidders will be ranked in result order from the tender for each lot. For each work package the Council will approach the number one ranked supplier. If they are unavailable to perform the work then the second ranked supplier will be approached and so on.

Occasionally, the Council may also use the eAuction process in conducting a mini-competition. Invitation to participate in the eAuction will be sent to all suppliers on the framework at least two working days prior to the auction.

The Council is committed to improving the quality of life for both residents and businesses within Tower Hamlets. In line with The Public Services (Social Value) Act 2012 the authority will consider how this procurement might improve the economic, social and environmental well-being of the relevant area. In order to achieve this, it is our objective to work with existing and future contractors to secure an appropriate level of community benefits through the procurement process. Detailed guidance and minimum levels of the economic and community benefit applicable to this tender will be available within the tender documentation.
