This is a unique opportunity to be part of an extensive and long term complex community intervention across a whole Borough.
CDC Programme The London Borough of Tower Hamlets’ Health and Wellbeing Strategy 2017-2020 has identified ‘communities driving change’ as one of its five priorities. In October 2017 the Council commissioned the Tower Hamlets Communities Driving Change Programme (CDC) in order to improve population health and wellbeing and reduce local health inequalities.
The CDC Programme has been procured in four locality-based lots, and in their first year delivered on the identification of 3 natural neighbourhoods each, co-production of priority issues to address through the Programme, production of an action plan and early delivery against this. This includes identifying issues impacting on health and wellbeing that matter to local people; recruiting other residents who have the energy and passion to make a difference; and developing and leading new ways to improve health and wellbeing locally. A support contract was commissioned for the first year to ensure a consistent approach across the four lots.
The Support Contract:
You will need to demonstrate the following:
• That you understand the importance of community development in promoting health and wellbeing and reducing inequalities
• How you will train and support providers :
o engage local communities in action to reduce inequalities and improve health and wellbeing
o to collect a range of data to a pre-determined framework, building in feedback loops and PDSA cycles
o build productive relationships and communicate with a wide range of stakeholders, including those from the statutory, voluntary, community and business sectors
o maintain logic models and refresh delivery plans
o develop a monitoring and evaluation framework that will capture progress made against the short and medium term outcomes
o develop reflective and shared learning in order to improve the programme throughout the lifetime of the contract
o asset based community development approach

The London Borough of Tower Hamlets (LBTH) is seeking expressions of interest from interested organisations for the above services and / or goods.
Organisations wishing to express their interest are requested to register on the London Tenders Portal (www.londontenders.org) where the opportunity documentation will be available for download. You will be required to complete an online questionnaire.
Organisations must ensure that access to the system is available to their representatives dealing with the contract and that this contact is updated as and when required.
The council will not be liable for the lack of delegated access within the organisation and will not send any documentation regarding the opportunity, which shall be exclusively available through the portal.
