Waste Composition Analysis

Description
Essex County Council (ECC) is currently looking to procure a waste composition analysis service that analyses and helps the Authority to better understand the composition of residual waste both across the 12 Waste Collection Authorities (WCAs) and the Authority’s 21 recycling centres.
In collaboration with its partners, ECC is currently responsible for the handling of residual waste from roughly 650,000 households, or approximately 1.6 million people. Every year, around 700,000 tonnes of household waste are created in Essex, with 87% collected at the kerbside and 13% received at the Authority's recycling centres.

Ahead of publishing this opportunity in November 2023, ECC is looking to assess the interest and capability of the market to provide and meet the objectives as set out below and would like to invite interested parties to register their interest in this opportunity and respond to the questionnaire that can be obtained via ProContract.
The objectives of commissioning this Waste Composition Analysis are:
• to obtain a statistically representative baseline composition analysis of kerbside collected
residual waste at an individual WCA level.
• to obtain a statistically representative baseline composition analysis of residual waste at the
Authority’s recycling centres.
• to measure the impact of actions and activities to reduce waste and recycle more through
further repeat analysis work.
The council would also be interested to understand capability for/experience of knowledge transfer and training for local authority officers on compositional studies. The council may also seek to commission participation studies as part of this procurement, and would welcome comment on supplier experience of this additional service.

If you feel that you can meet the Council's objectives, please submit an Expression of Interest and respond to the questionnaire pack. The questionnaire pack and more details can be accessed via the Council's e-sourcing portal, ProContract: https://procontract.due-north.com/Login. Log in as a Supplier and search for: DN690692 / Waste Composition Analysis.

If you do not have an account, supplier registration is free of charge at https://procontract.due-north.com/Register and it provides access to all current and forthcoming procurement opportunities for Essex County Council alongside several other public sector organisations.

The deadline for the questionnaire responses is Friday 27th October 2023 at 4:00pm;
all responses and clarifications must be submitted via ProContract.

Please note that this Prior Information Notice (PIN) is not a call for competition and as such
you will need to express your interest in any future tender opportunity once the contract
notice is published in Find a Tender and on Contracts Finder.
It should also be noted that this PIN invites individuals and organisations to express an
interest in this exercise only, and it is NOT a pre-qualification questionnaire, and is NOT part
of any pre-qualification or selection process for a future opportunity.
