Description
Islington Council invites suitable expressions of interest from experienced contractors to undertake adaptations for disabled residents: testing, servicing and repair of specialist equipment including lifts and hoists.

The council is looking to establish a single supplier framework agreement.

Background

Islington has a housing stock of approximately 35,200 properties of which approximately 16,350 are Partners for Improvement/leaseholder/Tenant Managed Organisations/Co-operatives. Islington has a diverse community and our housing stock reflects this diversity.

The repairs service aims to demonstrate a positive impact on our residents’ health and well-being by maintaining properties which are safe and fit for purpose.

Islington Council has a duty to provide Occupational Therapy assessment for its disabled residents, to find out what help and support they need such as adaptations and equipment in the home.

The requirement

The aim is to support our in-house teams in providing an efficient and effective service of adaptations for disabled residents. Repairs for the breakdown of stairlifts, hoists and other equipment will need to be responded to in a timely manner and during out of hours. Annual servicing of products is required. Other servicing/testing may be requested as part of the contract.

This will include all types of testing, servicing and repair of specialist equipment in line with occupational therapists’ recommendations.

Examples of work which may be carried out under the proposed agreements include but not limited to testing, servicing and repair of specialist equipment including:

• Stairlifts
• Ceiling track hoists (and LOLER [Lifting Operations and Lifting Equipment Regulations 1998] testing of slings)
• Through-floor lifts
• Steplifts
• Removal and storage of equipment and reinstall
• Other electrical adaptations such as toilet seats and electrical door openers

Lots

A single contractor will be appointed to carry out adaptations for disabled residents: testing, servicing and repair of specialist equipment including lifts and hoists.
This contract is not being split into lots as the scope of the service is fully integrated to a single provider.
TUPE [Transfer of Undertakings (Protection of Employment) Regulations]

Potential providers must be aware that TUPE may or may not apply to this service. Further details will be available in the invitation to tender (ITT).

Contract Period

The contract period will be for twenty four (24) months from estimated start date 1 July 2017. There will be an option to extend for up to a maximum twenty four (24) months. The contract length is therefore up to a maximum of fourty eight (48) months including the extension.

Any extension will be subject to satisfactory performance and future support requirements.

Contract Value

The estimated annual value of this advertised contract is £115,000 combined for north and south. The estimated overall total aggregate value of these advertised contracts is therefore £460,000 (£115,000 per year x 4 years).

There are no guaranteed values or volumes of work, as this is based on demand.
The council is looking to establish a single supplier framework agreement and therefore looking to appoint a total of one (1) experienced contractor to carry out the adaptations for disabled residents: testing, servicing and repair of specialist equipment including lifts and hoists

Award criteria

The contract will be awarded to the Most Economically Advantageous Tender (MEAT) in accordance with the Public Contracts Regulations. MEAT for this contract is Quality 30% and Cost 70%.

Quality 30%- made up of:

• 5% - Proposed approach to mobilising, implementing and managing delivery of testing, servicing and repair of specialist equipment including lifts and hoists contract.

• 5% - Proposed approach to meeting volumes and timescales.

• 5% - Proposed approach to Customers Service.

• 5% - Proposed approach to Health and Safety in the service delivery of testing, servicing and repair of specialist equipment including lifts and hoists.

• 5% - Proposed approach to Quality assurance.

• 5% - Proposed approach to Social Value.

Total 100%

We reserve the right to interview leading bidders.

Procurement Process

This contract is over the Official Journal of the European Union (OJEU) threshold. This contract will be procured using the Open Procedure. The Open Procedure means that all bidders who successfully express an interest will automatically be invited to tender and have access to the tender documents. Those who submit a tender and meet the minimum requirements will have their full tender, method statements and pricing evaluated.
