Description
The London Borough of Tower Hamlets (LBTH) is seeking tenders for the artistic production of the Council’s Annual Fireworks Display to be held at Victoria Park at 19:00 on Sunday 3 November 2019 by a suitable creative firework company.
Tower Hamlets has a reputation for presenting creative fire spectacles to celebrate Fireworks Night as part of the Arts, Parks and Events team’s regular events programme.
The fireworks display will be artistically driven and the theme for 2019 will be the 50 Year Anniversary of the Apollo 11 Moon Landing. Responses to this theme should combine strong visual and musical elements, appeal to a wide audience and be suitable for family audiences. The show will need to be in the region of 20 to 25 minutes in duration and at a suitable scale to entertain a large-scale audience of 90,000.
We would like the appointed bidder to work with the natural assets of the site to create a spectacle that is innovative in its use of pyrotechnics, special effects, bespoke audio soundscape, creative soundtrack and other creative arrangements to enhance the audience experience and create a truly memorable event. Please note that due to crowd density there is limited space for infrastructure outside of the firing zone and therefore we would not consider any installations or walk about activity in the audience arena.
The location of the spectacle will be Victoria Park East side directly adjacent to Grove Road, Tower Hamlets, E3.
To be considered for tender you must have relevant experience in the delivery of large scale creative fireworks spectacles for large scale events and have robust Health & Safety procedures and documentation in place. Any company not able to demonstrate this will not be eligible to apply.
A Framework
This 2019 event is to also serve as the tender model for companies to be accepted onto a LBTH Firework Event Framework that will enable the event to be tendered via a mini competition, amongst Framework members, for the years 2020 to 2021 inclusive.
The winning bidder for the 2019 event will be awarded the 2019 contract but they, and all other bidders who pass the minimum quality criteria score, will be invited to join the Framework and submit bids for the next two future events. Only 1 company will be appointed per event and having been successful in a previous event will not make a bidder ineligible to bid for a future event.
The Framework will run for a period of 28 months to allow for the delivery of displays 2019 and, as required 2020 and 2021.
Whilst the Procurement is below the EU threshold, the 2019 event tender and the Framework itself will be managed in line with the requirements of the PCR2015 and full details will be found in the documentation available via the portal at the address given below.
The anticipated 2019 contract start date is: Monday, 26 August 2019
For a period of: Until the services are completed.
The winning bidder will be required to deliver all aspects of the creative display within the fixed budget of £50,000 (excluding VAT). The maximum value of the framework over its lifetime shall not exceed £165,000. It should be noted that the Council may decide not to undertake any services from the Framework and that any future Firework Displays may vary in scale and budget from Year One’s display requirement.
