Description
MDDC is seeking to appoint a suitably qualified contractor to deliver asbestos surveys and licensed asbestos removal work, including the collection of fly tipped asbestos waste, supporting the Planned Maintenance Service, Responsive Repairs Works, Disabled Facilities Grant works, Void works, Property Services and Environmental Health at numerous Council houses and Public Buildings within Mid Devon during the financial years from 2021-2024.

The aim is to award the works to a contractor that can carry out asbestos surveys on an ad-hoc basis, provide a collection, cleaning and disposal service for fly tipped asbestos containing materials; as well as carry out licensed asbestos removal and disposal Work. The works will need to be carried out within the timescales aligned to the Mid Devon District Council’s Services. The value of the works is estimated to be up to £60,000.00 per annum, but is not guaranteed.

Contractors will need to demonstrate their “competency” within the Construction Design and Management Regulations 2015 meaning for this type of work. The successful contractor will need to be licensed for this work by the Health and Safety Executive. The successful contractor will be required to adhere to the Control of Asbestos Regulations 2012 as a minimum.

Contract Period

The Contract shall be awarded for three years, starting during April 2021 and terminating on the 31 March 2024. The works will be carried out in three phases, starting and completing as follows.

Phase 1 Start 1 April 2021 Completion 31 March 2022
Phase 2 Start 1 April 2022 Completion 31 March 2023
Phase 3 Start 1 April 2023 Completion 31 March 2024

Although this is a three year contract, award of each subsequent phase from 1 April 2022 onwards will be subject to the approval of a Director of MDDC There is no guarantee that the works will be awarded for any subsequent phase (2 & 3). There will be no compensation for the contract being terminated.
